Indian Navy Commands: Western, Eastern and Southern

Three commands, three harbours: two that fight and one that trains, and the tri-service command candidates wrongly add to the list.

The Indian Navy runs its sea service through three commands, each headed by a Vice Admiral called the Flag Officer Commanding-in-Chief (FOC-in-C). Western Naval Command (Mumbai) and Eastern Naval Command (Visakhapatnam) are the operational commands. Southern Naval Command (Kochi) is the training command. Papers and SSB "know your service" rounds start here, with one trap: the Andaman and Nicobar Command is not a naval command.

This is the section hub under Indian Navy in our Defence GK library: the facts on each command, then the ladder from command to fleet to flotilla.

A command is a regional headquarters on land. It looks after dockyards, bases, supply, area security and the fleet that sails from its harbours. The Army's pattern is on Army Commands, and the IAF's on Air Force Commands.

Western Naval Command: Mumbai

The Western Naval Command covers the Arabian Sea and the west coast, from the Gujarat shore down to Karwar.

  • Headquarters: Mumbai, beside the Naval Dockyard.
  • Raised: 1 March 1968, when the Flag Officer Bombay's post was upgraded to a Vice Admiral and renamed FOC-in-C Western Naval Command, according to reference histories of the Navy.
  • Bases the public record names: the Naval Dockyard at Mumbai, INS Kadamba at Karwar (the Project Seabird base, completed in 2005), INS Hansa (naval air station, Goa) and INS Shikra (Mumbai).
  • Fleet under it: the Western Fleet, headed by a Rear Admiral (FOCWF). More on the Western Fleet.

Full page: Western Naval Command covers the command's history, naval areas and recent change of command.

Eastern Naval Command: Visakhapatnam

The Eastern Naval Command looks after the Bay of Bengal and the east coast. Its harbour at Visakhapatnam also hosts the big multinational exercises held on the east coast, which is why Malabar and MILAN questions point to this city.

  • Headquarters: Visakhapatnam (INS Circars is the shore establishment).
  • Raised: 1 March 1968. The Navy's own ENC data page gives this date, with Rear Admiral K.R. Nair as the first FOC-in-C. Before that the post was Flag Officer East Coast (July 1967).
  • Bases the public record names: the Naval Dockyard and INS Circars at Visakhapatnam, INS Dega (naval air station) and INS Kalinga (missile depot) near Visakhapatnam, and INS Netaji Subhas at Kolkata.
  • Fleet under it: the Eastern Fleet, headed by a Rear Admiral (FOCEF); see the Eastern Fleet.

Full page: Eastern Naval Command covers the history, the Bay of Bengal role and its bases. For how the Eastern Fleet works with partners, see our report on the Eastern Fleet in Vietnam.

Exam note: the raising years vary between sources

The Navy's data page gives 1 March 1968 for Eastern Naval Command, and reference histories give the same day for Western. Some websites print other years (1983 for Eastern, for instance), and the Southern command has no single "raising" day, because it grew from the older Commodore Cochin post and was upgraded in stages. UPSC follows official data, so learn 1968 for the two operational commands and 1986 for Southern's training role.

Southern Naval Command: The Training Command

The Southern Naval Command is based at INS Venduruthy, Kochi. Government sources describe it as the Navy's Training Command, responsible for training officers and sailors from basic to advanced stages. That is why it is not counted among the fighting commands, even though Kochi is also a working naval base.

The seagoing side of training is the 1st Training Squadron at Kochi. It gives cadets their first sea time after the Indian Naval Academy, and includes the cadet training ship INS Tir and the sail-training ships INS Tarangini and INS Sudarshini. Shore schools, the Flag Officer Sea Training and the other institutions are on Training Establishments. Full command page: Southern Naval Command.

From Command to Flotilla: The Ladder

The Navy hub gives fleets versus commands in one table. Boards and papers also go below the fleet, so here is the whole ladder.

  • Naval Headquarters, New DelhiAdmiral, Chief of the Naval Staff
    • CommandVice Admiral · FOC-in-C
      • FleetRear Admiral · Flag Officer Commanding
        • Squadron or flotillaShips of one type, under a senior ship
          • ShipCommanding Officer
  • Fleet: the ships at sea. The Western and Eastern Fleets are headed by a Rear Admiral, FOCWF and FOCEF, and report to the command at the same coast. See Fleet Operations.
  • Squadron or flotilla: a group of ships of similar type. The best-known is the 22nd Missile Vessel Squadron, the "Killer Squadron" at Mumbai, which carries the lineage of the missile boats (then the 25th Missile Boat Squadron) that struck Karachi in Operation Trident in December 1971. It received the President's Standard on 8 December 2021.

The Trap: Andaman and Nicobar Command

The Andaman and Nicobar Command has its headquarters at Sri Vijaya Puram (Port Blair) and was raised on 1 October 2001 as India's first tri-service command. It brings the Army, Navy, Air Force and Coast Guard assets in the islands under one head, who reports to the Chief of Defence Staff, not the Chief of the Naval Staff. The post is held by Vice Adm Vineet McCarty (since 1 June 2026).

  • Its head is the Commander-in-Chief (CINCAN), not an FOC-in-C, and the post is open to three-star officers of all three services.
  • It is not counted among the Navy's three commands, so the count stays three.

Full page: Andaman and Nicobar Command; our report on the command explains why it matters, and theatre commands covers the plan to merge commands. The twin command lists are Army commands and Air Force commands, and the Coast Guard's regional set-up is on Coast Guard regional headquarters.

Changed recently
  • 31 Oct 2025: new FOC-in-Cs took charge of the Eastern and Southern Naval Commands.
  • 30 May 2026: a new FOC-in-C took charge of the Western Naval Command.
  • 1 Jun 2026: a new Commander-in-Chief took over the Andaman and Nicobar Command.

Exam pins

Facts examiners test
  • The Navy has three commands: Western (Mumbai), Eastern (Visakhapatnam), Southern (Kochi).
  • Western and Eastern are operational; Southern is the training command (designated 1 July 1986).
  • A command is headed by a Vice Admiral, FOC-in-C; a fleet by a Rear Admiral.

  • Southern became a Vice Admiral's command in October 1977.
  • Karwar's INS Kadamba belongs to the Western command.
  • Andaman and Nicobar Command: tri-service, raised 1 October 2001, head called Commander-in-Chief.
  • The Navy's seagoing training unit is the 1st Training Squadron at Kochi; INS Tarangini and INS Sudarshini are its sail ships.
  • The 22nd Missile Vessel Squadron ("Killer Squadron") is at Mumbai, tied to Operation Trident.

Asked in past papers

Commands rarely appear by name. Papers ask about the cities and exercises tied to them, plus the one tri-service command.

CAPF 2015 Paper I · Q23

Which one of the following best describes the Andaman & Nicobar Island Command?

(a) A cyber security command   (b) A unified command comprising Army, Navy, Air Force and Coast Guard   (c) A unified command comprising Navy and the Coast Guard   (d) One of the commands of the Indian Navy

Answer: (b). It is a tri-service command that also pulls in the Coast Guard. Option (d) is the tempting error: the command sits at a naval harbour, but it is not one of the Navy's three.

CDS 2020-I · Q101

The maiden trilateral naval exercise involving India, Singapore and Thailand was held at

(a) Port Blair   (b) Chennai   (c) Panaji   (d) Kochi

Answer: (a). SITMEX was first held at Port Blair in September 2019, the seat of the Andaman and Nicobar Command. Kochi is tempting because it hosts a big naval base, but that is the training command's home.

CDS 2021-I · Q83

The first phase of Exercise Malabar, 2020 was conducted at

(a) Port Blair   (b) Mumbai   (c) Visakhapatnam   (d) Kochi

Answer: (c). The first phase was held off Visakhapatnam in November 2020, in Eastern Naval Command's waters, with the Navies of India, the USA, Japan and Australia. Mumbai is the Western command's home port.

The pattern

Match the city to the command: Mumbai and Karwar (INS Kadamba) are Western, Visakhapatnam is Eastern, Kochi is training and Port Blair is the tri-service command. Keep up with fresh naval news in our daily defence notes, and drill past papers on NDA and CDS pages.

Answer key

1-d, 2-b, 3-a, 4-c, 5-d, 6-c. Q2: "Commander-in-Chief" is tempting because the Andaman and Nicobar head uses it, but the Navy's commands use FOC-in-C, and "General Officer" is the Army's term. Q4: Karwar is on the west coast, so Western. Q5: the 1st Training Squadron sails from Kochi, the training command's HQ. Q6: 1986 is Southern's training-command date, not the A&N Command's.

Where to Go Next

Read the next level down on Fleet Operations, and the Indian Navy hub for the service's story. Boards ask which command an officer would serve under, so pair this page with our SSB interview tips and career in the Indian Navy. A Navy commission comes through the CDS course to the Indian Naval Academy, and our CDS batches cover the whole GK paper with weekly tests and SSB training; 12th-pass candidates can enter through the NDA, covered by our NDA batches.

Frequently asked questions

How many commands does the Indian Navy have?

The Indian Navy has three commands: Western Naval Command at Mumbai, Eastern Naval Command at Visakhapatnam and Southern Naval Command at Kochi. Western and Eastern are operational commands and Southern is the training command. The Andaman and Nicobar Command is a separate tri-service command, not a naval one.

Which is the training command of the Indian Navy?

Southern Naval Command, headquartered at INS Venduruthy in Kochi, is the Navy's Training Command. It was designated so on 1 July 1986 and is responsible for training officers and sailors from basic to advanced stages. Its seagoing arm is the 1st Training Squadron.

Where is the headquarters of the Western and Eastern Naval Commands?

Western Naval Command is headquartered in Mumbai and Eastern Naval Command in Visakhapatnam. The Western command looks after the Arabian Sea and the west coast, and the Eastern command the Bay of Bengal and the east coast. Each is headed by a Vice Admiral with the title FOC-in-C.

What is the difference between a command, a fleet and a flotilla?

A command is a regional headquarters on land under a Vice Admiral, the FOC-in-C. A fleet is the force of ships at sea under a Rear Admiral, and it reports to the command on its coast. A flotilla or squadron is a group of similar ships inside a fleet, such as the 22nd Missile Vessel Squadron at Mumbai.

Is the Andaman and Nicobar Command a naval command?

No. It is a tri-service command, raised on 1 October 2001 with headquarters at Sri Vijaya Puram (Port Blair). It integrates the Army, Navy, Air Force and Coast Guard in the islands, and, like other tri-service organisations, it is administered through the Chief of Defence Staff.
