I is true. The share of domestically produced equipment in India's defence procurement has crossed 65 per cent, reversing the position of a decade ago when roughly the same proportion was imported.

Scale, resilience and indigenous capability are the declared thrust of policy, pursued through the positive indigenisation lists that bar the import of named items, the earmarking of a large share of the capital procurement budget for domestic industry, 74 per cent FDI through the automatic route, the two defence industrial corridors in Uttar Pradesh and Tamil Nadu, and the iDEX scheme for start-ups.
Defence exports have grown in step, from about ₹700 crore in 2013-14 to well over ₹21,000 crore, reaching some 100 countries.
