Cutting Steel for a Sea Denial Ship: The Second NGMV Begins at Kochi

A warship begins as a stack of plate. The ceremony that marks the first cut is modest — a torch, a plate, a few officers — and it is the moment a contract stops being paper.

On 17 September 2026, the steel cutting ceremony for the second ship of the Next Generation Missile Vessel (NGMV) project was held at Cochin Shipyard Limited (CSL), Kochi, with Rear Admiral Kapil Mehta, Assistant Controller of Warship Production and Acquisition, as Chief Guest.

Four stages, in order

Warship construction milestones are announced individually, and the NDA paper asks which comes first. The sequence:

Steel cutting — the first plate is cut. Fabrication of the hull blocks begins. This is the ceremony just held.

Keel laying — the first major structural element is laid. Traditionally the ship's "birth date", and the point from which the hull takes shape.

Launch — the hull enters the water for the first time, usually named at this stage by a lady sponsor in Indian practice. The ship is afloat but far from complete: weapons, sensors and much internal fitting follow.

Commissioning — the ship formally enters naval service, receives the prefix INS and its pennant number, and the commissioning warrant is read. Only now is it a warship of the Indian Navy.

The gap between launch and commissioning routinely runs to years, which is why a launched ship is not yet a capability. The first NGMV had its steel cut in December 2024, with delivery of the first ship expected in March 2027.

The project

The contract for six Next Generation Missile Vessels was concluded with Cochin Shipyard Limited in March 2023, at an order value of about ₹9,804 crore.

These are small ships — displacement of roughly 1,437 tonnes — designed for high speed. They are to carry a surface-to-surface missile system, an anti-missile defence system, and air surveillance and fire control radars. The Defence Acquisition Council had, in January 2023, accorded Acceptance of Necessity for BrahMos launchers and fire control systems for the NGMVs and for Shivalik-class frigates. Propulsion is by waterjet, which suits a hull built for sprint speed and shallow water rather than long endurance.

The Ministry of Defence noted that all major role-defining equipment has been indigenously developed and manufactured, placing the project within Aatmanirbhar Bharat, Make in India and Make for the World.

What "sea denial" means, and why a small ship suits it

The NGMV's stated role is offensive capability against enemy warships, merchantmen and land targets, conducting maritime strike and anti-surface warfare, and functioning as an instrument of sea denial, particularly at choke points.

That last phrase is the conceptual heart of this story, and it is worth understanding properly because it explains an entire category of naval procurement.

Sea control is the ability to use an area of sea for your own purposes while preventing the enemy from doing so. It is expensive. It requires aircraft carriers, large destroyers, submarines, maritime patrol aircraft and the logistics to sustain them far from home.

Sea denial is the cheaper and more limited objective: preventing the enemy from using an area, without necessarily being able to use it yourself. You do not need to dominate the water. You need to make operating there unacceptably costly.

A small, fast, heavily armed missile vessel is close to the ideal sea-denial instrument. It is inexpensive relative to a destroyer, so numbers are affordable. It is small, so it is harder to detect against a cluttered coastal background. It is fast, so it can close, strike and withdraw. And critically, the missile it carries does not care how big the ship launching it is — an anti-ship missile fired from a 1,400-tonne vessel threatens a 7,000-tonne destroyer just as effectively as one fired from another destroyer. The asymmetry of cost between the shooter and the target is what makes the concept work.

Choke points are where this arithmetic becomes decisive. A choke point is a narrow passage that shipping must transit — in the Indian Ocean Region, the Strait of Hormuz, the Strait of Malacca, the Bab-el-Mandeb, the Sunda and Lombok Straits, and closer to home the Nine Degree Channel and Ten Degree Channel through the Lakshadweep and Andaman groups. Ships in a narrow strait cannot manoeuvre freely, cannot disperse, and must pass through predictable water. A force that can hold a choke point at risk exercises influence far out of proportion to its tonnage.

This is also why the NGMV's limitations are features rather than defects. Modest endurance and limited air defence matter less for a vessel expected to operate within range of shore-based air cover and its own coastline. It is not designed to escort a carrier group across the Indian Ocean. It is designed to make a stretch of nearby sea dangerous. Cochin Shipyard and the shipbuilding base

Cochin Shipyard Limited is a public sector shipyard at Kochi, Kerala, best known as the builder of INS Vikrant, India's first indigenous aircraft carrier. It also builds and repairs commercial tonnage, which matters more than it appears: a yard with civil work can keep skilled labour employed between naval orders instead of losing it.

The wider naval shipbuilding base is a reliable NDA question, and the standard set is worth holding as a list: Mazagon Dock Shipbuilders (Mumbai — destroyers and submarines), Garden Reach Shipbuilders and Engineers (Kolkata — frigates and smaller combatants), Goa Shipyard, Hindustan Shipyard (Visakhapatnam), and Cochin Shipyard. Almost every Indian Navy platform in the news traces to one of these five, and private yards now build a growing share of smaller vessels.

The indigenisation claim deserves the same precision applied to any such claim. "All major role-defining equipment indigenously developed and manufactured" is a meaningful statement — it covers the weapons and sensors that decide what the ship can do. It does not assert that every component is Indian; propulsion, in particular, frequently is not. The honest formulation is that India designs and builds its warships and increasingly supplies their fighting equipment, while certain machinery categories remain imported. That is a considerably stronger position than most navies of comparable size occupy, and stating it accurately is worth more in an interview than repeating the slogan.

📋 How this gets asked (PYQ pattern)

Naval procurement stories are among the most frequently examined items in the NDA General Knowledge paper, and they arrive in four shapes.

The shipyard question asks who built what. Because five yards account for nearly everything, a candidate who has learned the list can often answer by elimination even for a platform they have not read about.

The construction-stage question asks the order of steel cutting, keel laying, launch and commissioning, or which stage confers a particular attribute — the name, the INS prefix, the pennant number. It is a four-item sequence that can be examined cleanly, which is exactly why it recurs.

The concept question asks the meaning of sea control, sea denial, choke point or blue-water navy. This is the higher-value category, because these terms carry into the SSB interview and into any discussion of maritime strategy. The sea control versus sea denial distinction in particular separates candidates who have read from candidates who have listed.

The geography question attaches naval news to straits and channels — Hormuz, Malacca, Bab-el-Mandeb, Nine Degree, Ten Degree. Nine Degree and Ten Degree are asked disproportionately often and confused just as often: Nine Degree lies within Lakshadweep, Ten Degree separates the Andaman from the Nicobar group.

A note on the platform card itself: builder, number ordered, contract year, displacement, armament, role. Six fields, and every naval question this year has drawn from that set.
