India has endorsed the Call to Action for 6G Leadership and Security, the Department of Telecommunications announced on 9 September 2026, joining a group of like-minded governments committed to building the sixth generation of wireless networks on principles of openness, interoperability, security, resilience, resource efficiency and innovation-led competition. The endorsement was announced on the sidelines of the G20 Innovation Ministerial held at Chapel Hill, North Carolina on 1β2 September 2026 under the United States' G20 Presidency, marked by a handshake between Union Minister of State Shri Jitin Prasada and US Commerce Secretary Mr Howard Lutnick.
The signatories named include Canada, Costa Rica, Czechia, Denmark, Estonia, France, Germany, Greece, Honduras, Italy, Japan, Latvia, Norway, Paraguay, the Republic of Korea, Romania, Sweden, the United Kingdom and the United States. The Department of Telecommunications will coordinate India's follow-up with other government agencies, industry and academia.
What 6G actually means
Each mobile generation is defined not by marketing but by a set of technical requirements agreed at the International Telecommunication Union (ITU), the United Nations' specialised agency for telecommunications, founded in 1865 and headquartered in Geneva. The ITU's radio arm sets a framework; industry bodies such as 3GPP then write the standards that meet it.

Where 5G promised high speed, low latency and dense machine connectivity, IMT-2030 adds capabilities such as integrated sensing and communication (the network senses its environment as well as carrying data), integrated artificial intelligence, ubiquitous connectivity including non-terrestrial satellite links, and sustainability as a design goal. Higher frequencies carry more data but travel shorter distances and are blocked more easily β the trade-off that decides how many towers a country needs. India's own foundation
The release rests India's endorsement on work already done:
- The Bharat 6G Vision document, unveiled by the Prime Minister in March 2023 at Vigyan Bhawan, alongside the launch of a 6G research and development test bed and the inauguration of the ITU Area Office and Innovation Centre in New Delhi. The Vision's phases run to a target of 6G deployment around 2030.
- The Bharat 6G Alliance (B6GA), launched on 3 July 2023 β an industry-led body, government-facilitated, bringing together companies, academia, research institutions and standards organisations. It has signed cooperation agreements with counterpart alliances abroad, including the American Next G Alliance.
- An indigenous 4G and 5G technology stack, developed by C-DOT with the IITs and Indian companies, and deployed by BSNL β India is among a small number of countries with a home-grown stack.
- TSDSI, the Telecommunications Standards Development Society of India, founded in 2013, is India's own standards body, and the route through which Indian proposals reach global standards.
The government's stated ambition, repeated in the release, is that India should contribute 10 per cent of global 6G patents and standards. This is the substance of the phrase Minister of State Dr Chandra Sekhar Pemmasani used β moving "from a technology adopter to a standard-setter". A standard-essential patent is a patent that anyone implementing the standard must license; owning them is where the money and the leverage sit.
What the Call to Action asks
The document is a schedule of commitments rather than a treaty:
- Within one month β designate expert 6G points of contact and a lead agency, and list relevant industry and academic stakeholders.
- Within three months β map the emerging landscape for secure, interoperable 6G with the telecom sector, identify barriers, and begin identifying the economic, political and financial resources that could support 6G competitiveness.
- Within six months β strategise at expert level on secure, resilient and sustainable 6G supply chains, and consider reflecting 6G leadership in national and regional strategies.
- Within twelve months β meet in person in 2027 to review progress and set priorities.
Further avenues include sharing research, coordinating trade and development finance to deploy secure 5G and 6G in global markets, assessing cybersecurity risks in telecom investments, greater transparency on supply-chain vulnerabilities, realising 5G's potential for industrial, commercial, security and defence applications, and shaping strong security standards in standards bodies.
The document is careful in two ways worth noting: participation does not limit any government's independent positioning in industry-driven standards bodies, and it warns against duplicating technical work already under way in industry-led fora. India's endorsement is explicitly without prejudice to its independent positions in international standardisation and spectrum fora.
Why a defence candidate should care
Telecom standards are strategic. A country that does not own the intellectual property in a network generation pays licence fees on every device sold, and a country that does not control its equipment supply chain inherits whatever vulnerabilities that chain contains β which is why several governments restricted specific vendors from their 5G networks, and why "trusted sources" language now appears in procurement rules. India's own National Security Directive on the Telecommunication Sector (2021) created a trusted-products regime.
The military dimension is direct. Modern operations depend on network-centric warfare: sensors, shooters and headquarters linked by data. Integrated sensing, ultra-low latency and satellite-terrestrial convergence are precisely the capabilities that unmanned systems, air defence networks and battlefield management systems consume. A secure indigenous stack is therefore an operational asset, not only an economic one.
