Two releases from the Ministry of Coal on 5 September 2026, one defensive and one operational, together cover most of what the exam asks about Indian coal.
The first rebutted press reports that the ₹37,500 crore Scheme for Promotion of Surface Coal/Lignite Gasification Projects had attracted no applicants: Talcher Fertilisers Limited and NTPC have already applied, the first-round window closes on 7 September 2026, and rounds will run on a rolling basis. The second reported that Coal India Limited supplied 322.90 million tonnes in April-August, 6.70% more than the 302.60 MT of the same period last year, and that daily output had recovered from about 1.36 MT a day in the rain-hit first days of September to roughly 1.7 MT a day on 4 September as the monsoon eased.

What gasification does to coal
Burning coal reacts it fully with oxygen and yields heat and carbon dioxide. Gasification starves the reaction of oxygen and adds steam at high temperature, so that instead of burning, the carbon is converted into a gas mixture:
C + H₂O → CO + H₂ (the water-gas reaction)
The product — synthesis gas, or syngas, mainly carbon monoxide and hydrogen — is not an end in itself. It is a chemical feedstock:

The scheme names exactly these products — syngas, methanol, ammonia and urea — and that list explains the policy. India imports natural gas to make urea and imports methanol. It has enormous domestic coal. Gasification converts the resource it has into the products it buys abroad, which is why the Ministry frames the scheme as energy and economic security, not merely as industrial policy.
Surface gasification, the scheme's subject, means mined coal fed into a gasifier plant. It is distinct from underground coal gasification, in which the seam is gasified in place through boreholes. The scheme covers both coal and lignite — the latter the lower-grade brown coal of Neyveli in Tamil Nadu and Gujarat and Rajasthan.
Talcher, the first named applicant, is the reference project: a coal-gasification-based urea plant in Odisha, a joint venture that includes Coal India, GAIL and RCF, reviving a closed fertiliser unit on a new chemistry. Gasification schemes have a history of slow uptake because the plants are capital-intensive and technologically demanding — the Ministry's own release lists pre-feasibility reports, technology selection and feedstock tie-ups as prerequisites — and the rolling application design is the acknowledgement of that.
The company
Coal India Limited is the fact-set every coal question draws on:
- Formed in 1975 after nationalisation; headquartered at Kolkata; a Maharatna public sector undertaking under the Ministry of Coal.
- The world's largest coal-producing company, operating through seven producing subsidiaries — Eastern Coalfields, Bharat Coking Coal, Central Coalfields, Northern Coalfields, Western Coalfields, South Eastern Coalfields and Mahanadi Coalfields — plus the planning arm CMPDIL.
- India is the second-largest producer and consumer of coal in the world, and national output crossed one billion tonnes in 2024-25.
The 322.90 MT figure is supply — coal dispatched to consumers, chiefly power plants — and the 6.70% growth is the headline. But the more instructive number is the daily one. 1.36 MT a day against 1.7 MT a day is a 25% swing produced by a few days of rain, which is the key to the third topic.
What the monsoon does to a mine
Most Indian coal comes from opencast mines — vast pits in which the rock above the seam, the overburden, is stripped away to expose the coal. Overburden removal is therefore the leading indicator of future output: you cannot mine coal you have not uncovered, and the release tracks it for exactly that reason.
The monsoon attacks an opencast mine at four points, all named in the release:
- Wet coal is sticky. Prolonged rain turns coal beds into a paste that clogs coal handling plants and conveyors; production is not lost, but dispatch stalls.
- Lower benches flood. Seams at the bottom of the pit sit below the water table in the wet season and must be pumped out before they can be worked.
- Haul roads fail. The unpaved ramps that trucks climb out of the pit turn to mud; repair is the first task when rain stops.
- Overburden removal slows, so the coal exposed for the post-monsoon months is less than planned.
The East-Central coalfields — Jharkhand, Odisha, Chhattisgarh — take the brunt because they sit in the path of the Bay of Bengal branch of the monsoon. That is why coal stocks at power plants are built up before the rains and why the September recovery matters: it feeds the demand peak of October and November.
The coal itself
Indian coal is overwhelmingly Gondwana coal — some 98% of reserves — from the Permian-age basins of the Damodar, Mahanadi, Son and Godavari valleys, with the remaining Tertiary coal in the North-East and lignite in the south and west. Jharia in Jharkhand holds the country's main coking coal, essential for steel. Indian coal is generally high in ash and low in sulphur, and is graded by gross calorific value — a property that also determines how much syngas a tonne yields, linking the mine to the gasifier.
