Two Stars: The Rank Ladder Behind AVM Shakti Sharma's Appointment

On 1 September 2026, Air Vice Marshal Shakti Sharma assumed the appointment of Assistant Chief of the Air Staff (Education) at Air Headquarters, becoming the first woman officer from a non-medical branch in the Indian armed forces to reach the rank of Air Vice Marshal or its equivalent.

That qualifier — non-medical — is doing real work, and an alert candidate should notice it. Women have held two-star rank and above in the Armed Forces Medical Services for years, because the AFMS commissioned women as full officers long before the combat-support and administrative branches opened to them. The record here belongs specifically to the non-medical stream, and any question that drops the qualifier is testing whether you know why it exists.

The star system, which is the actual syllabus content

An appointment is news for a day. The rank ladder behind it is asked every year.

Read the table downwards for hierarchy and across for equivalence. Most errors in objective papers come from reading it across carelessly: Commodore looks senior because the word is long, but it is one-star, level with Brigadier.

The five-star ranks are ceremonial and rarely conferred. India has had two Field Marshals — K.M. Cariappa and Sam Manekshaw — and one Marshal of the Indian Air Force, Arjan Singh. There has never been an Admiral of the Fleet in the Indian Navy. That trio of facts is a stand-alone question in its own right.

An Assistant Chief of the Air Staff is a principal staff appointment at Air Headquarters held at two-star rank, heading a functional directorate — in this case Education. Above it sit the Deputy Chiefs and the Vice Chief of the Air Staff, with the Chief of the Air Staff at four-star rank.

The officer, and the career shape

Commissioned into the Education Branch of the Indian Air Force on 18 June 1994, AVM Shakti Sharma has served across training establishments, field stations, Command Headquarters and Air Headquarters — the standard four-part spread expected of an officer being groomed for a staff appointment at the top.

Two items in her record are worth remembering separately.

She established the IAF Chairs of Excellence at IIT Kanpur and Pune University, endowed academic positions that link uniformed requirements to civilian research — one of the quieter mechanisms by which the services buy into the national research base.

And she was the first woman officer from the tri-services to command a Sainik School, as Principal of Sainik School, Kapurthala. Sainik Schools are run by the Sainik Schools Society under the Ministry of Defence, established from 1961 to prepare cadets for the National Defence Academy and other service academies, and they are ordinarily headed by a serving officer on deputation. They were opened to girls, first as a pilot at Sainik School Chhingchhip, Mizoram, and then across all Sainik Schools from the 2021-22 academic session.

The Education Branch itself is one of the IAF's ground duty branches, responsible for training, education policy and the academic development of personnel — distinct from the flying branch and from the technical branches of engineering.

Where this sits on the timeline

Questions on women in the armed forces are almost always sequence questions. Fix the order.

• 1992 — women first inducted into non-medical branches on Short Service Commission.
• 2016 — the first three women commissioned into the fighter stream of the IAF: Avani Chaturvedi, Bhawana Kanth and Mohana Singh.
• February 2020 — the Supreme Court in Secretary, Ministry of Defence v. Babita Puniya directed Permanent Commission for women officers in the Army's non-combat arms, with command appointments.
• March 2020 — the Court extended Permanent Commission to women officers of the Navy.
• August 2021 — an interim Supreme Court order permitted women to sit the NDA examination; the first women cadets joined the NDA in 2022.
• 2021-22 — Sainik Schools opened to girls nationwide.
• 2026 — first woman non-medical two-star officer.

Notice the pattern the sequence reveals: entry first, then permanence, then the academies, and only then the senior ranks. Two-star rank in 2026 is arithmetically downstream of a 1994 commission — roughly three decades of service. A force that opens a branch to women in 1992 cannot produce a woman two-star officer before the mid-2020s, whatever its intentions. Institutional firsts are governed by the length of a career, not only by policy. That is the sentence worth carrying into an interview.
