On 30 August 2026, Raksha Mantri Shri Rajnath Singh and Uttar Pradesh Chief Minister Shri Yogi Adityanath performed the Bhoomi Pujan for 14 development projects worth over ₹100 crore at Lucknow Cantonment, two of them in collaboration with the state government.
The project list is worth reading, because it is not what most people imagine a cantonment to be:

Water supply, schools, waste management, parking, a crematorium. These are municipal functions. And that is the point of this item for an NDA candidate: a cantonment is a town that is administered by the armed forces, and the constitutional and administrative arrangement that makes that possible is examinable in its own right.
What a cantonment is, and how it differs from a military station
A cantonment is a notified civil-military area with a substantial civilian population living alongside military establishments — traders, families, staff and long-settled residents, many descended from communities that have lived there for generations. A military station, by contrast, is purely a military area with no such civilian municipal population.
That distinction produces the governance problem cantonments exist to solve: who provides municipal services to civilians living inside a defence area? A municipality cannot, because the land is under the Ministry of Defence. The army cannot simply ignore it, because the residents are citizens entitled to water, schooling and sanitation.
The answer is the cantonment board, governed by the Cantonments Act, 2006 — which replaced the Cantonments Act, 1924 — administered by the Ministry of Defence through the Directorate General Defence Estates (DGDE).

Two features deserve emphasis because they are what questions test.
First, cantonment boards are outside the 74th Amendment framework. The Seventy-fourth Amendment Act, 1992 created the constitutional scheme for urban local bodies — municipal corporations, municipal councils and nagar panchayats — with the Twelfth Schedule listing their functions. Cantonment boards are not covered by it. They are statutory bodies under a central Act, not constitutional bodies under Part IXA. A question pairing cantonment boards with the 74th Amendment is testing exactly this, and the pairing is false.
Second, the hybrid composition is deliberate and contested. Elected civilian members give residents representation; nominated military members and a Station Commander as President preserve military control over land that is, ultimately, a defence asset. The tension between those two is the live policy debate around cantonments — whether civilian areas should be excised and transferred to adjoining municipalities, leaving purely military areas as military stations. Several cantonments have seen such excision proposed or implemented in recent years, precisely because a body designed for a garrison town sits awkwardly with the expectations of a modern urban electorate. Presenting that debate fairly, rather than describing only the structure, is what a complete answer looks like.
The projects as a governance illustration
The list also illustrates a point about federal cooperation worth noting. Two of the fourteen projects are being implemented with the state government — the RA Bazar City Polyclinic and the Mukhyamantri Abhyudaya Coaching Centre, the latter a state scheme providing free coaching for competitive examinations. A Union ministry's local body and a state government funding projects jointly inside a defence estate is a small but genuine instance of cooperative federalism at the municipal scale, and the Raksha Mantri made exactly that point: "Coordinated efforts by the Centre and the State can accelerate development and good governance."
The technical vocabulary is worth a line too, since it appears across urban-governance questions. SCADA — Supervisory Control and Data Acquisition — is the control-system architecture used to monitor and automate distributed infrastructure such as water networks; tubewells and overhead tanks "with SCADA" means remotely monitored and automatically controlled. Bio-mining and bio-remediation of legacy waste means excavating and processing an old dumpsite to recover material and reclaim the land, rather than capping it — the standard current approach to legacy landfill under the Swachh Bharat Mission. Institutional questions of this kind sit alongside the wider NDA general knowledge preparation.

Local-governance questions treat cantonments as the exception that tests the rule, and they come in four shapes.
