The First Mahila Commando Course at Manesar: What NSG Conversion Training Involves

On 27 August 2026, the Union Minister for Women and Child Development, Smt Annpurna Devi, marked the launch of the 1st Mahila Commando Conversion Course (MCCC) at the NSG Training Academy, Manesar. Under the course, women personnel from State Police Forces and the Central Armed Police Forces will receive specialised training in weapons, tactical intervention, hostage rescue and counter-terrorism operations.

Two things about this item reward attention: what the NSG actually is β€” an organisation candidates routinely misplace β€” and what a conversion course means, which explains why this particular course is the meaningful step rather than a symbolic one.

The NSG, placed correctly

The National Security Guard functions under the Ministry of Home Affairs, not the Ministry of Defence. This is the most common single error about the force, and it follows from its purpose: the NSG is a federal contingency force for counter-terrorism and counter-hijack tasks within India, which is internal security, a Home Ministry subject.

Raised in 1984, in the aftermath of Operation Blue Star, and given statutory form by the National Security Guard Act, 1986, it was modelled on specialist units such as Germany's GSG 9 and Britain's SAS. Its personnel are known as Black Cats, after the black assault dress and insignia.

Its structure is the examinable part, and it explains the news:

Nobody is recruited directly into the NSG. Every operator arrives on deputation from a parent force β€” Army, CAPF or state police β€” serves a tenure, and returns. That is a deliberate design: it keeps the force small and selective, and it circulates trained expertise back into the parent organisations when personnel return.

Which is precisely what a "conversion course" is. A conversion course takes personnel who are already trained soldiers or police officers and converts them into NSG commandos β€” teaching the specific skills of close-quarter battle, room intervention, hostage rescue, method of entry, and operating in an environment where hostages and terrorists occupy the same space. It is not basic training. The entrants already know how to shoot and to soldier. What they learn is a different discipline: surgical intervention where the objective is to save people standing next to the target, which is why the release lists weapons handling alongside tactical intervention and hostage rescue.

Manesar, in Haryana, is the NSG's training centre and one of its main bases; the force also maintains regional hubs to cut response time to major cities.

Why this is a substantive milestone

Women have served in India's police and central armed police forces for decades, and the CAPFs have women's battalions. The step here is narrower and therefore more significant: entry into the specialist counter-terrorism intervention role itself, through the same conversion pipeline male commandos pass through.

There is also an operational rationale, not merely an equity one. In hostage and intervention situations involving women and children β€” and in the searching, screening and handling of women in crowded public settings β€” a force without women operators is operationally constrained. Several countries' units have made the same calculation. The professional argument and the equity argument point the same way here, and an answer that gives both is stronger than one that gives either alone.

The wider map: CAPFs and the forces to keep straight

Because this course draws from the CAPFs, it is worth fixing the set, which is asked directly and often confused. The Central Armed Police Forces, all under the Ministry of Home Affairs:

Two clarifications that regularly appear as traps. The NSG and the Special Protection Group (SPG) are not CAPFs β€” they are separate organisations under the MHA, the SPG being the force for protection of the Prime Minister. And Assam Rifles has the dual arrangement noted above, which is why it is the most-asked entry in the table.

Milestones for women in the uniformed services worth carrying alongside this one: the permanent commission for women officers in the Army, extended following Supreme Court judgments; the opening of the National Defence Academy to women candidates from 2021 after the Supreme Court's interim order, with the first women cadets joining in 2022; and women's entry into fighter-pilot streams in the Air Force and into the Navy's seagoing branches.
