On 26 August 2026, Raksha Mantri Shri Rajnath Singh inaugurated the redeveloped Hutatma Smruti Smarak β the Martyrs' Memorial β at Patradevi, on Goa's border with Maharashtra, in the presence of Goa Chief Minister Dr Pramod Sawant and Union Minister of State Shri Shripad Y. Naik.
He paid tribute to satyagrahis of the Goa liberation movement by name β Karnail Singh from Punjab, Sahodra Devi from Madhya Pradesh, Madhukar Damodar Chaudhary from Maharashtra β and made the point that gives the site its meaning: the movement was not a regional struggle but "a manifestation of India's national consciousness and unity." The names prove it. Men and women from Punjab, Madhya Pradesh and Maharashtra died at a border post in Goa for a territory none of them lived in.
Why Goa was still foreign in 1955
The chronology is the part most candidates get muddled, so fix it first.
Portuguese rule began in 1510, when Afonso de Albuquerque captured Goa from the Sultan of Bijapur. Goa became the seat of the Estado da Γndia, the Portuguese state in Asia, and remained Portuguese for 451 years β longer than any other European presence in India, and beginning well before the British arrived.
Independence in 1947 did not touch it. The transfer of power applied to British India. The French possessions β Puducherry, Karaikal, Yanam, MahΓ© and Chandernagore β were transferred by negotiation through the 1950s. Portugal refused entirely, holding that Goa, Daman and Diu were not colonies but overseas provinces of Portugal itself, an integral part of the metropolitan state. That constitutional fiction is why negotiation failed where it had succeeded with France.
Dadra and Nagar Haveli were liberated first, in 1954, by volunteers rather than by the Indian state.
The satyagraha, and what Patradevi commemorates
Between 1954 and 1955, the movement took the form the Indian national movement had made its own: unarmed volunteers crossing the border to court arrest. The largest actions came on 15 August 1955, when groups of satyagrahis from across India attempted to enter Goa at several points, Patradevi among them.
They were fired upon. Portuguese police opened fire on unarmed marchers; a number were killed and many wounded. This is what the Hutatma Smruti Smarak β hutatma meaning martyr β memorialises.
The consequence was decisive in a way the satyagrahis did not intend. The firing settled the argument about method. A movement premised on the moral vulnerability of the opponent requires an opponent capable of moral embarrassment. India broke off diplomatic relations with Portugal, and over the following six years the case for a political rather than an agitational solution hardened. The Raksha Mantri's formulation at the memorial captures the transition precisely: satyagrahis showed India could stand for its rights peacefully, "but when territorial integrity of a sovereign nation is at stake and peaceful efforts reach their limit, the nation also possesses the right to exercise its full strength."
Operation Vijay, December 1961
The military operation was short and combined all three services.
- Dates: launched on 17 December 1961; Portuguese forces surrendered on 19 December 1961.
- Scope: Goa, Daman and Diu, with the Indian Army advancing overland, the Indian Navy operating off the coast β including action against the Portuguese frigate NRP Afonso de Albuquerque β and the Indian Air Force striking the airfield at Dabolim.
- Duration: roughly 36 hours of fighting.
- Result: 451 years of Portuguese rule ended. 19 December is observed as Goa Liberation Day.
A naming caution that is worth marks: Operation Vijay (1961) for Goa is a different operation from Operation Vijay (1999), the Kargil operation. The Indian armed forces have reused the name, and an examiner will exploit it. Operation Meghdoot (Siachen, 1984) and Operation Cactus (Maldives, 1988) are the neighbouring items in the same question family.
The constitutional afterlife
This is the strand that turns a military anniversary into a polity question.
The Twelfth Amendment Act, 1962 incorporated Goa, Daman and Diu into the Indian Union as a Union Territory, amending the First Schedule accordingly. Note the pattern: the acquisition of territory required a constitutional amendment to be reflected in the schedule listing states and union territories.
Goa became a full state on 30 May 1987 β India's 25th β while Daman and Diu remained a separate Union Territory. 30 May is Goa Statehood Day. (Daman and Diu were later merged with Dadra and Nagar Haveli into a single Union Territory in 2020.)
Konkani entered the Eighth Schedule by the Seventy-first Amendment Act, 1992, together with Manipuri and Nepali β a three-language amendment that is itself a standing question.
The Raksha Mantri also drew a line from 1961 to the present, citing Operation Sindoor as evidence of continuing resolve, and spoke of forces "equipped with advanced weaponry, moving towards greater jointness and integration." Jointness β the integration of Army, Navy and Air Force capabilities under unified structures β is the live organisational theme in Indian defence, and Goa 1961 is genuinely an early example of a tri-service operation. That framework belongs with the wider NDA general knowledge preparation, where modern history and defence organisation overlap.

The operation-name item β Operation Vijay for Goa against Operation Vijay for Kargil, with Meghdoot, Cactus and Polo as the surrounding set; Operation Polo (Hyderabad, 1948) is the sharpest distractor because it is the other integration operation. The amendment item β the 12th Amendment for incorporation and the 71st for Konkani, both asked directly.
