On 23 August 2026, the BRICS Sports Ministers' Meeting 2026 closed in Visakhapatnam, Andhra Pradesh, with the BRICS Sports Joint Declaration adopted by consensus. It was held under India's BRICS Chairship 2026, as part of a combined BRICS Youth and Sports Ministers' Meeting, and it was chaired by Union Minister for Youth Affairs and Sports Dr Mansukh Mandaviya, with Minister of State Smt Raksha Khadse. Ministers and heads of department from Egypt, Ethiopia, Indonesia, the UAE, Iran and South Africa were present on the ground.
Ministerials produce a lot of paper and very little that is examinable. This one is different, because it sits at the junction of three things the NDA General Ability Test genuinely rewards: a plurilateral grouping whose membership has changed twice in three years, a domestic sports architecture that was rewritten by statute in 2025, and two live host-city bids. Treat the declaration as the doorway, not the destination.
Vizag, 23 August: what was actually agreed
The declaration itself is a consensus text β the language is about strengthening cooperation "through dialogue, mutual respect and inclusiveness." What matters for revision are the three concrete initiatives India moved during its Chairship:
- BRICS Working Group on Sports Technology β sports science, athlete performance monitoring, governance, artificial intelligence and digital transformation, with India contributing experts across disciplines.
- BRICS Sports Manufacturing Conclave β the proposal drew broad support, with Udaipur, Rajasthan proposed as host of the inaugural edition in November 2026. Its agenda is quality standards, technology transfer, intra-BRICS trade and supply-chain resilience.
- BRICS Traditional and Indigenous Sports Demonstration Games 2026 β proposed for Ahmedabad, Gujarat, on 12β13 October 2026. Note the wording carefully: these are non-competitive and culturally focused, a demonstration format with no medal table. That distinction is exactly the kind of thing a paper-setter converts into a wrong option.
Dr Mandaviya also flagged a forthcoming scheme for Sports Goods Manufacturing Clusters, pitched at domestic manufacture for export markets. India's BRICS Chairship theme β "Building for Resilience, Innovation, Cooperation and Sustainability" β is the line the outcomes were formally hung on.
Why a bicycle ride opened a ministerial
Before the formal session, the visiting ministers joined a BRICS Friendship Cycling Event folded into the 87th edition of Fit India Sundays on Cycle. This is not decorative. Fit India is a flagship of the same ministry, and the numbers it generated that Sunday are the sort a GK paper likes: cycling at more than 18,000 locations nationwide, including Leh, Kargil and Port Blair; a mega-event at the Major Dhyan Chand National Stadium in New Delhi with over 1,000 participants starting at 5:30 AM, and a 5 km ride around India Gate; participants aged 5 to 85; a Nasha Mukt Bharat pledge taken alongside; and the week's theme, Unnat Bharat Abhiyan.
The initiative is run with the Cycling Federation of India, the Raahgiri Foundation and MY Bharat, and it is executed through SAI's own network β Regional Centres, National Centres of Excellence (NCOEs), SAI Training Centres (STCs), Khelo India State Centres of Excellence (KISCEs) and Khelo India Centres (KICs). The grouping doing the meeting
BRICS is where most candidates lose marks, because the membership moved recently and stale lists are still circulating.
The acronym began as BRIC β an investment-bank coinage, not a treaty. The first BRIC leaders' summit was held in 2009; South Africa joined in 2010, making it BRICS. The grouping then sat unchanged for over a decade. At the Johannesburg summit of 2023, six invitations went out; Egypt, Ethiopia, Iran and the UAE took up membership with effect from 1 January 2024, and Indonesia joined in 2025. Saudi Arabia's status is the genuinely disputed point β it was invited in 2023, some official listings count it as a member, and other trackers record that it has not formally acceded. Say "invited in 2023, accession not confirmed" rather than committing to a number in a written answer.
India is chairing BRICS for the fourth time in 2026 β after 2012, 2016 and 2021 β and the 18th BRICS Summit is scheduled for New Delhi on 12β13 September 2026. Visakhapatnam's selection as venue carries its own revision value: it is a major port on the Andhra Pradesh coast and the headquarters of the Indian Navy's Eastern Naval Command, a piece of coastal geography worth fixing alongside the NDA geography notes. BRICS also added a category of partner countries in 2025, which is separate from full membership; the lists in circulation differ, so quote it as a category rather than reciting names.
The BRICS Games: a short and uneven history
The BRICS Games began in 2017 at Guangzhou, China, with basketball, volleyball and wushu. Durban, South Africa hosted in 2023. The largest edition so far was Kazan, Russia, from 12 to 23 June 2024, which the ministers' own 2024 joint statement recorded as drawing participants from more than 80 countries across 27 disciplines. Brazil hosted the following edition.
Two features are worth noticing. First, the Games are deliberately open beyond BRICS membership β the Kazan participation list ran far past the member roster, which is why "only BRICS members compete" is a reliable wrong option. Second, the format has never been stable: the sport list changes edition to edition. That instability is precisely what the new Sports Technology Working Group and the demonstration-games format are trying to work around β build recurring, low-cost platforms rather than a single mega-event nobody can sustain.
India's sports plumbing: who actually does what
The ministry sits on top; below it, four bodies with distinct jobs.
Sports Authority of India (SAI) β created by a Department of Sports resolution dated 25 January 1984 and registered as a society under the Societies Registration Act, 1860. Its founding purpose was narrow and specific: to manage and carry forward the stadia and infrastructure built for the IX Asian Games, New Delhi, 1982. It later became the delivery arm for national coaching and talent development.
Khelo India β announced in the Union Budget 2017-18. Its first edition ran as the Khelo India School Games in New Delhi from 31 January to 8 February 2018, and it has since branched into the Khelo India Youth Games, University Games and Winter Games, plus the standing KISCE and KIC network.
Target Olympic Podium Scheme (TOPS) β started by the ministry in September 2014 to lift Olympic and Paralympic performance, and revamped in April 2018 with a dedicated technical support team. Selection and funding decisions run through the Mission Olympic Cell (MOC), constituted in April 2016.
Fit India Movement β launched by the Prime Minister at the Indira Gandhi Stadium, New Delhi, on 29 August 2019. That date is National Sports Day, the birth anniversary of Major Dhyan Chand (born 29 August 1905), who won Olympic hockey gold in 1928, 1932 and 1936.

2025: the year the law caught up
Two things changed in a single year, and both are prime NDA material.
Khelo Bharat Niti 2025, the National Sports Policy 2025, was approved by the Union Cabinet on 1 July 2025, superseding the National Sports Policy of 2001. It is built on five pillars, aligns sport with the National Education Policy, and sets the stated goal of India becoming a top-5 sporting nation by 2047.
The National Sports Governance Act, 2025 did the harder work. It was passed by the Lok Sabha on 11 August 2025 and the Rajya Sabha on 12 August 2025, received presidential assent on 18 August 2025, and is Act No. 25 of 2025. A National Anti-Doping (Amendment) Bill moved through Parliament in the same stretch. Its core provisions:
- A National Sports Board as the apex authority for recognising national sports bodies and registering their affiliates. Only recognised bodies are eligible for central funding, and recognition can be suspended or cancelled.
- A National Sports Tribunal, chaired by a serving or former Supreme Court judge or a High Court Chief Justice, with two members. Appeals lie to the Supreme Court, except where international statutes route the matter to the Court of Arbitration for Sport.
- Executive committees capped at 15 members, with at least 2 sportspersons of outstanding merit, 2 athlete representatives and a minimum of 4 women.
- Office-bearers limited to three consecutive terms with a mandatory cooling-off period, subject to international age and tenure rules.
- Recognised bodies deemed public authorities under the Right to Information Act, 2005 for their statutory functions β the single most litigated change, because federations had resisted RTI for years.
- Coverage extends to the National Olympic Committee, the National Paralympic Committee, National Sports Federations and Regional Sports Federations.
The constitutional wrinkle worth knowing
Here is the point most coaching notes skip. "Sports, entertainments and amusements" is Entry 33 of List II β the State List of the Seventh Schedule. Sport is a State subject. So how does Parliament legislate a National Sports Governance Act at all?
The Centre works around the entry rather than through it: it controls money (central funding conditioned on recognition), it controls recognition of national federations, and it acts on India's international obligations under the Olympic and Paralympic Charters, which are Union concerns. If a statement question tells you sport is a Union subject, it is wrong β but the Act itself is not thereby unconstitutional. Hold both halves.
Amdavad 2030, and the 2036 question
Two bids sit behind all of this activity. Amdavad (Ahmedabad) was confirmed as host of the 2030 Commonwealth Games at the Commonwealth Sport General Assembly in Glasgow on 26 November 2025, ratified by the 74 member nations and territories. It is the centenary edition, will feature 15 to 17 sports, and is India's second Commonwealth Games after Delhi 2010.
The 2036 Olympic and Paralympic Games is a longer game. The Indian Olympic Association submitted a Letter of Intent to the IOC's Future Host Commission on 1 October 2024, with Ahmedabad as proposed host and the Narendra Modi Stadium (capacity 132,000) as the anchor venue. India is in the Continuous Dialogue stage. The IOC has since inserted a Strategic Dialogue phase: interested parties are to be shortlisted around March 2027, must furnish core financial guarantees, and the host decision is expected around mid-2029. Nothing is awarded yet, and any statement saying India "has been awarded" the 2036 Games is false.
The honest objection
The counter-case deserves airing, because a good essay or GD answer needs it. Ministerial declarations are cheap; a working group and a conclave are not medals. India's Olympic returns remain thin relative to population and spending, and the 2025 statute has not yet been tested against the federations it is meant to discipline β recognition and de-recognition powers concentrate real leverage in a board whose independence will be judged by its first hard case. Against that: the RTI provision, the tribunal, the athlete and women quotas and the term limits are structural fixes that survive changes of minister, and mega-event bids historically force infrastructure and administrative reform that policy alone does not deliver. Neither half is the whole answer.

Sport in the NDA General Ability Test is not a "sports news" section β it is a static-plus-current hybrid, and the recurring shapes are stable across cycles.
Founding-year and parent-body items are the commonest. SAI's year, the ministry that runs a named scheme, and the launch date of a flagship movement are asked directly, and the wrong options are almost always adjacent bodies β the Indian Olympic Association swapped for SAI, or the Ministry of Education swapped for the Ministry of Youth Affairs and Sports.
Host-city and edition-number items are the second family: which city hosted which edition of which Games. This is where the Vizag package is unusually rich, because it produced three distinct city-event pairings in one week β Ahmedabad, Udaipur and Visakhapatnam β plus the standing Amdavad 2030 and Kazan 2024 pairings. Expect at least one to travel.
Two-statement polity items are where sport crosses into the Constitution. The Seventh Schedule placement of sport, and the RTI applicability created by the 2025 Act, are both natural statement-pair material, and both invert cleanly into a wrong statement.
Membership-list items on BRICS have become risky rather than easy, because the roster changed in 2024 and again in 2025. Question-setters like moving rosters β they let a single fact separate a prepared candidate from a memorised list two years out of date.
The fresh hook this cycle is the pairing of a plurilateral declaration with a domestic statute passed a year earlier. If an item asks you to connect India's international sporting posture to a governance reform, the National Sports Governance Act 2025 and Khelo Bharat Niti 2025 are the two names to have ready. Do not invent a paper-and-question citation for any of this; the pattern is what is reliable, not a specific numbered question.
