₹1,577 Crore for Loiter Munition Systems: How a Kamikaze Drone Changes Artillery — An NDA Defence Explainer

On 14 August 2026, the Ministry of Defence signed contracts with TATA Advanced Systems Limited and NIBE Private Limited for the procurement of Loiter Munition Systems, along with munitions and other accessories, at an approximate cost of ₹1,577 crore for the Indian Army. The contracts were signed in the presence of Defence Secretary Shri Rajesh Kumar Singh in New Delhi.

The Ministry's description of the purpose is precise and worth quoting: the system is "critical equipment developed to enhance the capability of the Artillery Regiments". The acquisition is being made under the Buy (Indian) category through the Fast Track Procedure.

For an NDA aspirant this is one of the most useful defence stories of the year — not because of the money, but because loitering munitions have genuinely changed how modern land warfare is fought, and explaining why is exactly the sort of answer that stands out at an SSB.

What a loitering munition actually is

Start with what it is not:

  • A UAV (drone) carries sensors, observes, and comes back.
  • A missile is fired at a target whose position is already known, flies a mostly pre-determined path, and cannot wait.

A loitering munition is the hybrid. It is launched before a target has been confirmed, loiters over an area — often for tens of minutes or longer — while its operator or its own seeker searches, and once a target is identified it dives onto it and detonates its own warhead, destroying itself in the process. Hence the informal names: "kamikaze drone" or "suicide drone".

Four properties follow, and they are the substance of the topic:

1. Persistence replaces prediction. Conventional artillery must be fired at a grid reference that someone has already established. A loitering munition can be put into the air on suspicion and kept there while the picture develops. Against a moving, fleeting or concealed target, that difference is decisive.

2. It collapses the sensor-to-shooter loop. The classical artillery chain runs: observer detects → reports grid → command post computes → guns fire → observer corrects. Each link costs minutes, and against a mobile target minutes are everything. A loitering munition is sensor and shooter in the same airframe, compressing that loop to a single decision.

3. Man-in-the-loop and abort capability. Because the operator sees what the munition sees, an attack can typically be waved off and re-attacked if the identification is wrong or civilians appear. A shell, once fired, cannot be recalled. This makes loitering munitions, properly used, a more discriminating weapon than area fire — a genuinely important point under the laws of armed conflict, which require distinction between combatants and civilians and proportionality in the use of force.

4. A favourable cost exchange. A loitering munition is far cheaper than a guided missile, which means it can be used against targets — a single vehicle, a gun position, a bunker, a radar — that would not justify an expensive munition. In a long conflict, the side with the better cost-per-target-destroyed ratio has a structural advantage.

Why the Artillery Regiment, specifically

The Ministry placed this capability with the Artillery Regiments, and that choice is logical rather than incidental.

Artillery's traditional role is indirect fire — engaging targets the gunner cannot see, using calculated trajectories. The physics is classical projectile motion: range depends on muzzle velocity and elevation, corrected for wind, air density, drift and the rotation of the earth, all of which the notes on kinematics develop. This works superbly against known, static or area targets. It works poorly against a single vehicle that moves before the rounds land.

A loitering munition therefore does not replace the gun; it adds a precision layer on top of it. The Regiment already owns the deep battle beyond the infantry's reach — observation, target acquisition, fire planning — so the new capability slots into an existing structure rather than requiring a new one.

Useful Regiment of Artillery general knowledge to attach: it is the Indian Army's second-largest arm after the Infantry, its motto is Sarvatra Izzat-o-Iqbal ("Everywhere with Honour and Glory"), and its modern inventory includes the Dhanush and indigenous ATAGS howitzers, the K9 Vajra-T self-propelled gun, the M777 ultra-light howitzer (air-portable, valuable in the mountains), the Pinaka multi-barrel rocket launcher and the BrahMos missile. Most of these are propelled by expanding gases acting on the projectile — an application of Newton's third law, the same principle covered in the notes on the laws of motion and the basis of all rocket propulsion.

The procurement route — and why it is examinable

Two technical terms in the release carry real weight.

"Buy (Indian)" places this acquisition within the Defence Acquisition Procedure (DAP) 2020 categories, which run in descending order of indigenous preference:

The distinction between the top two matters: IDDM requires Indian design, not merely Indian manufacture. A candidate who states that distinction unprompted demonstrates real familiarity with the subject.

"Fast Track Procedure (FTP)" is a compressed acquisition route intended for urgent operational requirements. Ordinary Indian defence acquisition can take several years from acceptance of necessity to contract; FTP shortens the trial, evaluation and approval stages so that a capability the forces need now can be fielded in months rather than years. Its use here signals that this is regarded as a current operational need, not a long-term modernisation item.

Note also who received the contracts: TATA Advanced Systems Limited and NIBE Private Limited are private-sector companies. For decades, Indian defence production was dominated by DPSUs and the ordnance factories; private firms winning prime contracts of this size is precisely the structural shift Aatmanirbhar Bharat in defence was intended to produce.

The wider self-reliance framework

Worth carrying as a block, since matching questions draw from it:

  • Positive indigenisation lists — successive lists of items that may only be procured from Indian sources after specified dates, giving domestic industry a guaranteed market.
  • iDEX (Innovations for Defence Excellence) — funding and access for startups and MSMEs to develop defence technology.
  • Defence Industrial Corridors in Uttar Pradesh and Tamil Nadu.
  • SRIJAN portal — listing items open to indigenisation by industry.
  • Defence Acquisition Council (DAC), chaired by the Raksha Mantri, which grants Acceptance of Necessity for major acquisitions.
  • Corporatisation of the Ordnance Factory Board into seven DPSUs in 2021, and growing defence exports.

Indian work in this specific category is well established — indigenous loitering munitions such as Nagastra-1, developed by Solar Industries, and SkyStriker, produced by Alpha Design Technologies in partnership with Israel's Elbit Systems, have already entered Indian service. That existing industrial base is why a Buy (Indian) route through Fast Track Procedure was feasible at all.

The other side of the coin

A complete answer notes the counter-problem. Loitering munitions are cheap, small, slow and low-flying — precisely the characteristics that make them hard for conventional air defence, which is optimised for fast, high, radar-reflective targets. As they proliferate, counter-UAS (counter-unmanned aerial system) capability becomes as important as the munitions themselves: detection radars, radio-frequency jamming, GNSS spoofing, directed-energy weapons and hard-kill interceptors. Any serious discussion of drone warfare that omits the counter-drone half is incomplete.

Why it matters

  • Recent conflicts have been decided at the margins by cheap precision. Loitering munitions have destroyed armour, artillery and air defences far more expensive than themselves. Any army that ignores this arithmetic will pay for it.
  • The private sector as prime contractor is the real news. Two private Indian firms holding a ₹1,577 crore prime contract is evidence that the defence-industrial reforms are producing capacity, not just policy documents.
  • Fast Track Procedure signals urgency. Its use tells you the Army wants this capability now — which is itself a statement about the threat environment.
  • The honest caveat. A contract is not a capability. Delivery schedules, spares, training, and above all the doctrine and command arrangements for employing these systems will determine whether the money buys effectiveness. And the counter-drone problem cuts both ways: the same weapon India is buying is one India must also defend against.
