SAIL's DMR-249A Naval Steel: The Indigenous Alloy Behind India's New Warships

On 21 June 2026, at the Syama Prasad Mookerjee Port (Kolkata), the Prime Minister commissioned three new ships into the Indian Navy — the Project 17A stealth frigate INS Dunagiri, the anti-submarine warfare shallow-water craft INS Agray, and the survey vessel (large) INS Sanshodhak. Behind all three sits a single, quietly strategic fact that NDA examiners love: every gram of their special defence-grade steel — about 5,700 tonnes — was supplied by SAIL, the Steel Authority of India Limited, in the form of DMR-249A hot-rolled plates and sheets rolled at its Bhilai, Bokaro and Rourkela plants. This is a textbook Atmanirbhar Bharat story — an indigenous alloy, made by a public-sector steel-maker, replacing what India once had to import to build a warship. It ties together metallurgy, the Navy, public-sector enterprises and defence indigenisation in one news item, which is exactly why it is high-yield for the GAT and CDS GK paper.

What DMR-249A steel actually is

The name itself is examinable. DMR stands for Defence Metallurgical Research — the alloy was developed by the Defence Metallurgical Research Laboratory (DMRL), Hyderabad, a laboratory of the DRDO (Defence Research and Development Organisation), working with SAIL to industrialise its production. DMR-249A is the indigenous Indian equivalent of the imported ABA-class warship steel India earlier had to buy from Russia; its sister grade, DMR-249B, corresponds to the higher-strength AB2 class.

In plain terms, DMR-249A is a low-carbon, low-alloy, high-strength steel engineered specifically for the hull and structure of warships. Three properties make it special:

  • High strength with good weldability — a warship hull must be strong yet easy to weld into massive sections without cracking. DMR-249A is produced with very tight control of hydrogen content to avoid "hairline cracks," a defect that can be fatal in a welded hull.
  • High toughness and shock resistance — a warship must survive battle shock, underwater explosions and the constant pounding of the sea. The steel keeps its toughness even at low temperatures.
  • Low magnetic signature and corrosion resistance — a lower magnetic signature helps a vessel evade magnetic mines and magnetic-influence detection, and good corrosion resistance suits the harsh saltwater environment.

The strategic point is import substitution: before DMR-249A was indigenised, this grade of warship steel was imported. Producing it at home means India can build warships without being held hostage to a foreign supplier — the heart of the Make in India defence push. It helps to understand why a warship cannot simply be built from ordinary structural or "mild" steel. A naval hull faces a punishing combination of loads no civilian structure meets at once: continuous saltwater corrosion, the bending and twisting of a long hull in heavy seas, and — in combat — the violent shock of underwater explosions and shell impact. Ordinary steel that is merely strong tends to be brittle, so it cracks under shock; steel that is merely tough may be too soft to take the load. Warship steel must deliver strength, toughness and weldability simultaneously, which is achieved by carefully balancing the alloy chemistry (low carbon to aid welding, with controlled additions of elements such as manganese, nickel and chromium) and by micro-alloying and controlled thermo-mechanical rolling to refine the grain structure. The very tight limit on dissolved hydrogen is critical because hydrogen trapped in the steel causes delayed "hairline" cracking near welds — a hidden flaw that can spread once the ship is at sea. DMR-249A is the grade that meets all of these naval specifications, which is why it, and not commercial steel, goes into a frigate or a carrier.

SAIL: the Maharatna that makes India's steel

The supplier is as examinable as the steel. SAIL (Steel Authority of India Limited) is a Maharatna Central Public Sector Enterprise (CPSE) under the administrative control of the Ministry of Steel, headquartered in New Delhi. It is the country's largest government-owned steel producer and was granted Maharatna status in May 2010.

SAIL's production backbone is its network of integrated steel plants, a favourite "name the plant" item:

  • Bhilai (Chhattisgarh)
  • Bokaro (Jharkhand)
  • Rourkela (Odisha) — home of the Special Plate Plant that makes the defence plates
  • Durgapur (West Bengal)
  • IISCO / Burnpur at Asansol (West Bengal)

plus special-steel plants at Salem, Durgapur and Bhadravathi. For this news, the three plants that rolled the warship steel were Bhilai, Bokaro and Rourkela, and SAIL deliberately ramped up DMR-grade plate capacity in advance at the Rourkela Special Plate Plant to meet rising naval demand. Notice how the geography of these plants maps onto India's iron-and-steel belt, another standard GK theme. The plants cluster in the mineral-rich eastern and central states — Chhattisgarh, Jharkhand, Odisha and West Bengal — close to the iron-ore and coal of the Chota Nagpur plateau and the surrounding region. This is no accident: a steel plant is located near its bulky raw materials (iron ore, coking coal, limestone) to cut transport cost, which is why India's heavy-steel capacity concentrates in this belt rather than near the coasts or the capital. SAIL traces its lineage to the public-sector plants set up in the early decades after Independence with foreign collaboration — Bhilai (Soviet), Rourkela (German) and Durgapur (British) — the very plants that gave India its early heavy-industry base under the Five-Year Plans. That same nationalised steel capacity, built for railways, dams and bridges, is what today rolls the plates for an indigenous aircraft carrier — a neat illustration of how civilian industrial strength underpins military self-reliance.

The three ships — and what each one does

The news names three very different vessels, and the Navy classifies them by role:

  • INS Dunagiri — Project 17A stealth frigate. A frigate is a medium-sized, multi-role warship. Project 17A (Nilgiri-class) is the Navy's flagship indigenous stealth-frigate programme — a follow-on to the earlier Project 17 (Shivalik-class) — with reduced radar cross-section, modern sensors and indigenous weapons. Dunagiri joins earlier P-17A ships such as INS Nilgiri, INS Himgiri and INS Udaygiri.
  • INS Agray — anti-submarine warfare (ASW) shallow-water craft. A small, agile vessel built to hunt submarines in coastal/shallow waters, plugging a key gap in coastal defence.
  • INS Sanshodhak — survey vessel (large). A hydrographic survey ship that charts the seabed and coastal waters — vital for safe navigation and for naval operations. The name fittingly means "researcher/investigator."

One commissioning, three distinct classes — frigate, ASW craft and survey ship — is itself a tidy way to remember how the Navy categorises its surface fleet.

SAIL's defence track record: from INS Vikrant to Project 17A

This is not SAIL's first warship. Its DMR-grade steel forms the structural backbone of some of the Navy's most important platforms, and these are the names worth memorising:

  • INS Vikrant — India's first indigenously built aircraft carrier (IAC-1), commissioned in 2022. SAIL's DMR-249A steel was central to its construction — a landmark in self-reliant warship-building.
  • Project 17A stealth frigatesINS Nilgiri, INS Himgiri, INS Udaygiri and now INS Dunagiri.
  • Other vessels such as INS Ajay, INS Nistar and INS Anjadeep.

DMR-grade naval steel has been produced in the tens of thousands of tonnes since 2007, and the indigenisation drive has steadily cut India's import bill for defence-grade steel. The takeaway examiners want is the chain of self-reliance: indigenous design (DMRL) + indigenous production (SAIL) + indigenous shipbuilding = an indigenous warship.

The shipbuilders and the indigenisation ecosystem

The steel is only one link. India's warships are built by a cluster of Defence Public Sector Undertakings (DPSUs) — shipyards worth knowing for the GAT:

  • Mazagon Dock Shipbuilders Ltd (MDL), Mumbai — builds destroyers, frigates (including Project 17A) and submarines.
  • Garden Reach Shipbuilders & Engineers (GRSE), Kolkata — frigates, corvettes and smaller combatants.
  • Goa Shipyard Ltd (GSL), Goa — patrol vessels and ASW craft.
  • Cochin Shipyard Ltd (CSL), Kochi — built INS Vikrant.

Sitting above all this is the policy frame of Atmanirbhar Bharat (self-reliant India) and Make in India, with the Ministry of Defence's "positive indigenisation lists" pushing the share of homegrown content ever higher. India is also the world's second-largest crude-steel producer (after China), so the same industrial muscle that builds civilian infrastructure now underwrites naval power. The CPSE "ratna" ladder — fix this once

Because SAIL is a Maharatna, examiners often test the Central Public Sector Enterprise (CPSE) categories, which grant graded financial and operational autonomy:

  • Maharatna — the top tier (very large, globally competitive PSUs with the greatest investment autonomy). Examples: SAIL, ONGC, NTPC, IOC, BHEL, GAIL, Coal India, among others.
  • Navratna — large, profitable PSUs with substantial autonomy.
  • Miniratna (Category I and II) — smaller profitable PSUs with limited autonomy.

Remembering that SAIL is a Maharatna under the Ministry of Steel (not the Ministry of Defence) is a common trap-buster — the steel comes from a Steel-Ministry PSU, while the ships are built by Defence-Ministry shipyards. Two ministries, one warship.
