The Union Education Minister launched the registration portal for Kashi Tamil Sangamam 5.0 (KTS 5.0) on 22 October 2026. The fifth edition will run from 28 November to 12 December 2026 on the theme "Thirukkural Payilvom - Thirukkural Abhyas Karen" β roughly, let us study the Thirukkural. About 1,400 participants from Tamil Nadu, in seven groups of about 200, will each make an eight-day journey β four days of travel and four of visits β to Varanasi, Prayagraj and Ayodhya.
The theme is the useful part for an examination. Each edition of the Sangamam has taken one piece of Tamil heritage as its subject, and this year's is the most widely read work in the Tamil language.
The programme for 2026
- Organiser: the Department of Higher Education, Ministry of Education, with IIT Madras (which hosts the registration portal), Banaras Hindu University, the Central Institute of Classical Tamil (CICT), Chennai, the Government of Uttar Pradesh, and several Union ministries including Culture, Railways, Tourism and Textiles.
- Registration: 22 October to 13 November 2026, in seven categories β students; teachers; writers and media professionals; agriculture and allied sectors; professionals and artisans; women; spiritual leaders.
- Students' Engagement Programme: structured study and campus activities on the Thirukkural in 1,000 higher education institutions across the country.
- In Varanasi: Thirukkural scholars from Tamil Nadu will hold sessions in local schools and colleges, and the National Book Trust with the Rashtriya e-Pustakalaya will run reading and storytelling sessions.
The programme sits under Ek Bharat Shreshtha Bharat, announced on 31 October 2015 β Rashtriya Ekta Diwas, the 140th birth anniversary of Sardar Patel β to build sustained connections between people of different regions, chiefly by pairing States and Union Territories for reciprocal cultural exchange.
Five editions, five themes
| Edition | Dates | Theme or focus |
|---|---|---|
| KTS 1.0 | 16 November-16 December 2022 | The living bond between Kashi and Tamil Nadu |
| KTS 2.0 | 17-30 December 2023 | Second edition, at Varanasi |
| KTS 3.0 | 15-24 February 2025 | Sage Agastya β Siddha medicine, classical Tamil literature, cultural unity; held during the Maha Kumbh |
| KTS 4.0 | 2-15 December 2025 | "Tamil Karkalam" β learn Tamil |
| KTS 5.0 | 28 November-12 December 2026 | Thirukkural |
Two things are worth noticing. There was no edition in calendar year 2024 β the third came in February 2025 and the fourth in December the same year. And the themes have moved steadily from the general idea of the bond, to a figure (Agastya), to the language itself, and now to a text.
Why Kashi and Tamil Nadu
The connection the Sangamam celebrates is old and specific.
- Pilgrimage: the classical cycle of pilgrimage linked Kashi in the north to Rameswaram in the south, and the Education Minister referred to exactly this tradition at the launch.
- Place names: Tamil Nadu has its own Tenkasi β "the Kashi of the south" β and Sivakasi.
- Subramania Bharati: the Tamil poet and freedom fighter lived and studied in Varanasi as a young man, and his home near Hanuman Ghat is still remembered. A Subramania Bharati Chair of Tamil Studies at BHU was announced on 11 September 2021, his death centenary.
The model has been extended: a Saurashtra Tamil Sangamam in 2023 celebrated the Saurashtrian community that migrated from Gujarat to Tamil Nadu centuries ago. Varanasi itself has become a regular venue for cultural diplomacy, including the BRICS Culture Working Group meeting held there in June.
The Thirukkural, in the form examiners test
The Thirukkural (or Kural) is attributed to Thiruvalluvar. Its date is disputed among scholars, and little reliable is known of the poet's life. Its structure, by contrast, is precise, and every number in it is examinable.
- 1,330 kurals β each a couplet, a two-line verse.
- 133 chapters (adhikarams), each of exactly 10 kurals.
- Three books:
| Book | Subject | Chapters | Kurals |
|---|---|---|---|
| Aram | Virtue β ethics, domestic and ascetic life | 38 | 380 |
| Porul | Wealth β polity, statecraft, society | 70 | 700 |
| Inbam (also Kamam) | Love | 25 | 250 |
Porul is the longest book, and it is a treatise on governance. It covers the qualities of a king, ministers, envoys, forts, wealth, friendship and the army β chapter 77 deals with the qualities of an army and chapter 78 with the warrior's courage. A candidate for an officers' academy who reads the Kural finds in it a classical Indian discussion of leadership and military virtue.
The work is valued as a non-sectarian ethical text: it does not tie itself to a particular religion or sect, which is a large part of why it has been read across religions and is among the most widely translated works of Indian literature. G.U. Pope's English translation of 1886 made it widely known in Victorian Britain.
The statue that counts the chapters
The Thiruvalluvar Statue at Kanyakumari, on a rock islet beside the Vivekananda Rock Memorial, was unveiled on 1 January 2000. It is 133 feet tall, one foot for each chapter. The figure itself is 95 feet, standing on a 38-foot pedestal β the pedestal representing the 38 chapters of Aram, virtue, on which the rest is built. It was sculpted by V. Ganapati Sthapati.
Tamil and India's classical languages
Tamil was the first language declared classical by the Government of India, in 2004. Sanskrit followed in 2005, and the list now stands at eleven after five additions in 2024 β the full sequence and the criteria are in our explainer on India's eleven classical languages. The Central Institute of Classical Tamil, Chennai, which co-organises the Sangamam, is the institution that promotes research in classical Tamil.
What the Sangamam is for
The government frames the Sangamam as a celebration of "civilisational bonds" between two ancient seats of learning, and of India's linguistic diversity within a shared heritage. The choice of the Kural for 2026 fits that purpose well. It is a non-sectarian classic on ethics and governance, readable by anyone, and taking it to students in a thousand institutions across the country presents Tamil literature as part of the national inheritance that every Indian student can study. The cultural content β the text, its structure, its ethics of public life β stands on its own, whatever one's view of the programme.

π How this gets asked (PYQ pattern)
Tamil literature is a dependable part of CDS Art and Culture, and the Thirukkural is the single most asked Tamil text. The questions concentrate on structure and attribution.
The first form is the structure question: how many couplets, how many chapters, what the three books are called and what each covers. The numbers 1,330, 133 and the 38-70-25 split are exactly the kind of detail a "consider the following statements" item is built on. The trap is the book names β Aram, Porul and Inbam β mixed up with their subjects, or Kamam offered as a fourth book when it is another name for Inbam.
The second is the attribution question: which work is by which author. Thiruvalluvar (the Kural), Ilango Adigal (Silappatikaram), Sattanar (Manimekalai) and Kambar (the Tamil Ramayana) are the classic matching set, and the Sangam-era epics are the usual distractors.
The third is the scheme question β the Sangamam itself, the ministry that runs it, and the initiative it falls under. Ek Bharat Shreshtha Bharat is the answer, and its announcement on Rashtriya Ekta Diwas is the detail a statement can bend.
A fourth, occasional and well suited to this year, is the monument question on the Thiruvalluvar Statue, whose height of 133 feet is the kind of symbolic number examiners like.
For a written answer or a group discussion on national integration, the point to make is that cultural unity programmes work best when they take the substance of a regional tradition seriously rather than using it as a backdrop. A programme that sends a secular classical text on ethics and governance into a thousand campuses is making a more interesting argument than one that stages a festival.
