Baseload, Permits and Critical Minerals: India's Case at the G20 Energy Table

Read the name of the meeting before anything else. Not "Energy Transitions". Not "Climate and Energy". Energy Abundance.

Under the United States G20 Presidency, the energy track was renamed, and the choice of noun carries an argument. A "transition" implies moving away from something. "Abundance" implies adding more of everything. For the diplomats in the room, that single word reset what the meeting was going to be about.

Shri Manohar Lal, Union Minister for Power and for Housing & Urban Affairs, led the Indian delegation to the G20 Energy Abundance Ministerial Meeting in Houston, United States, held from 14 to 16 September 2026. Houston is not an accidental venue either β€” it is the administrative capital of the American oil and gas industry.

For India, this framing was less awkward than it might appear, and understanding why is the most useful thing a candidate can take from this story.

Three pillars, and what "baseload" is doing in the first one

The Ministerial organised its work under three thematic pillars:

  1. Energy Security and Affordable Baseload
  2. Permitting and Regulatory Efficiency
  3. Critical Minerals and Resilient Supply Chains

The technical term in the first pillar deserves unpacking, because it is examinable in its own right and because it is quietly the most contested word in energy diplomacy.

A power system must match generation to demand continuously, second by second. Demand over a day has a shape: a floor that never disappears, and peaks that come and go.

  • Baseload is the minimum demand present at all hours. It has traditionally been met by plants that run continuously at steady output β€” coal, nuclear, large hydro, lignite.
  • Peaking capacity is dispatched for short, high-demand windows β€” gas turbines, pumped storage, hydro.
  • Variable renewable energy β€” solar and wind β€” generates when the resource is available, not when demand asks for it. Solar output collapses at precisely the hour of India's evening peak.

The word is contested because "we need baseload" has historically functioned as an argument for building more coal and nuclear capacity, while the counter-argument holds that a sufficiently large and well-connected system with storage can supply the same reliability from variable sources. Naming a G20 pillar "Affordable Baseload" therefore places a thumb on one side of a live scale.

India's position at the meeting threaded this carefully. The Minister argued that secure, affordable and reliable energy is essential for development, particularly for developing economies, and pressed for international cooperation that respects diverse national circumstances and development priorities. That last phrase is not filler β€” "diverse national circumstances" is the standing diplomatic formula through which developing countries preserve the right to a different pace, and it descends directly from common but differentiated responsibilities.

The numbers India brought to the table

The Indian intervention rested on a specific claim: installed electricity generation capacity has reached 552 GW, of which more than half is non-fossil.

That milestone is worth stating precisely. As on 31 July 2026, India's non-fossil installed capacity stood at about 300.5 GW β€” roughly 54 per cent of the total. Within that, solar is the largest block at about 164.6 GW, followed by wind at about 58.1 GW and hydro at about 57.2 GW, with bio-power near 11.8 GW and nuclear near 8.8 GW.

Two qualifications keep this honest, and both are the kind of distinction that separates a good answer from a recited one.

Capacity is not generation. A solar plant with a nameplate rating of 1 GW does not produce as much electricity in a year as a 1 GW coal plant, because its capacity utilisation factor is far lower. India crossing 50 per cent non-fossil capacity does not mean half of India's electricity comes from non-fossil sources β€” the generation share remains considerably lower. Questions that conflate the two are common, and the distinction is the answer.

The target was met early. India's Nationally Determined Contribution under the Paris Agreement committed to 500 GW of non-fossil capacity by 2030. Crossing 300 GW puts India past 60 per cent of that target several years ahead of schedule. The long-term goal announced at COP26 in Glasgow remains net zero by 2070.

The Minister also described India's system as becoming digital, decentralised and consumer-centric β€” a useful three-word summary of where distribution reform is pointed.

Three reforms India showcased

On the permitting pillar, India presented three specific instruments. Each is separately examinable and each is regularly confused with the others.

National Single Window System (NSWS) β€” a unified digital platform through which an investor applies for central and State approvals in one place rather than navigating each department's own portal. Its purpose is procedural consolidation.

PARIVESH β€” the online environmental clearance system, standing for Pro-Active and Responsive facilitation by Interactive and Virtuous Environmental Single-window Hub. It handles environment, forest, wildlife and Coastal Regulation Zone clearances. Its purpose is to make one specific and historically slow clearance chain traceable and time-bound.

PM Gati Shakti β€” the National Master Plan for multi-modal infrastructure connectivity, a GIS-based platform layering the plans of infrastructure ministries onto a common map so that projects are planned together rather than sequentially dug up. Its purpose is spatial coordination, not approvals.

Critical minerals: the pillar where India has most at stake

On the third pillar, the Minister argued for secure, resilient and diversified supply chains, with emphasis on circularity β€” recovery and recycling β€” and on downstream value creation in developing countries.

That second phrase is the substantive Indian demand. The historical pattern of mineral trade is extraction in the developing world and processing, refining and manufacturing elsewhere, with the value added captured at the downstream end. "Downstream value creation in developing countries" is a request to break that pattern.

India's own instrument here is the National Critical Mineral Mission, which covers the value chain from exploration through to recycling. The Minister called specifically for G20 cooperation on recycling, recovery and diversification β€” the three levers available to a country that is not richly endowed with the minerals in question and cannot simply mine its way to security.

The reason this pillar matters more each year is arithmetic. Lithium, cobalt, nickel, graphite and the rare earth elements are inputs to batteries, motors, wind turbines and electronics, and their production and β€” even more so β€” their refining is geographically concentrated to a degree that has no parallel in the oil trade. A transition that swaps dependence on a wide oil market for dependence on a narrow minerals market has not bought much security. That is the problem the pillar exists to address.

The four outcomes

The Ministerial produced four outcome documents. Their contents are less important than their shape, and the shape tells you what kind of meeting this was:

Clean Cooking Access. The G20 Statement on Advancing Clean Cooking Access backed universal access through a technology-neutral and nationally appropriate approach, explicitly identifying LPG as an important clean-cooking pathway, particularly for developing countries, and called for equitable access to financing for all clean-cooking solutions including LPG projects.

This is the outcome with the most direct Indian interest. LPG is a fossil fuel, and in strict climate accounting an LPG cylinder is not a clean-energy solution. But measured against the alternative actually in use β€” firewood, dung cake and crop residue burned indoors β€” it is an enormous improvement in household air pollution, which is a leading cause of respiratory illness among women and children. India's Pradhan Mantri Ujjwala Yojana is built entirely on this logic. A G20 statement naming LPG as a legitimate clean-cooking pathway protects that approach from being ruled out by a stricter definition.

Permitting and Regulatory Efficiency. A Symposium recognised the importance of streamlined permitting for energy infrastructure, encouraging voluntary information exchange, capacity building, and digital and AI-enabled tools.

Water Reuse. The G20 Water Reuse Initiative advanced as a voluntary framework for science-based, cost-effective, fit-for-purpose reuse in line with national policies. "Fit-for-purpose" is the operative idea: water recycled for industrial cooling or irrigation need not meet drinking-water standards, and insisting that it does makes reuse needlessly expensive.

Critical Minerals. The Meeting CommuniquΓ© recognised critical minerals as central to energy security, digital infrastructure and emerging technologies, and emphasised collaborative and voluntary cooperation respecting national sovereignty and diverse domestic pathways.

Notice the recurring words β€” voluntary, technology-neutral, nationally appropriate, no one-size-fits-all, respecting national sovereignty. These are the vocabulary of a consensus forum producing coordination rather than obligation. The G20 is not a treaty body; it issues statements and communiquΓ©s, not binding commitments. A question asking what the G20 can compel is testing exactly this.

On the sidelines, the Minister held bilaterals with Mr Chris Wright, US Secretary of Energy; Mr Doug Burgum, US Secretary of the Interior; and Mr Corey Hogan, Parliamentary Secretary to Canada's Minister of Energy and Natural Resources β€” covering resilient energy infrastructure and supply chains, power sector transformation, and the energy demands of India's digital economy.

The G20 itself, since the questions usually start there

The Group of Twenty comprises 19 countries, the European Union, and β€” since the New Delhi Summit of 2023 β€” the African Union as a permanent member. It emerged as a finance ministers' and central bank governors' forum in 1999 and was elevated to leaders' level in 2008 during the global financial crisis.

Its work runs on two tracks. The Sherpa Track covers the non-financial agenda β€” energy, environment, health, digital, agriculture β€” with each leader's personal representative, the sherpa, doing the negotiating. The Finance Track runs through finance ministries and central banks. The Houston Ministerial sits in the Sherpa Track.

The presidency rotates annually and is supported by the troika β€” the immediate past, current and incoming presidencies β€” which exists to give a body with no permanent secretariat some continuity of agenda. India held the presidency in 2023, hosting the Leaders' Summit in New Delhi under the theme Vasudhaiva Kutumbakam β€” One Earth, One Family, One Future. The 2026 presidency is with the United States, with the Leaders' Summit scheduled for 14–15 December 2026 at Miami, Florida.

πŸ“‹ How this gets asked (PYQ pattern)

Multilateral meetings generate two distinct question types, and they reward different preparation.

The first is the locate-and-identify question β€” venue, year, presidency, theme, who represented India. These are memory questions and they are worth the ninety seconds it takes to note the four fields. The pattern across CDS and OTA papers is that the presidency and the theme are asked more often than the venue, because they are more distinctive.

The second is the mechanism question, which is where marks are actually won and lost. It asks what a body can and cannot do: whether a G20 communiquΓ© binds members, whether the group has a permanent secretariat, how the troika works, what separates the Sherpa and Finance tracks. Candidates who have learned the G20 as a list of summits get these wrong; candidates who have learned it as an institution get them right.

The energy content has its own recurring trap, and it is the one this article has flagged twice: capacity versus generation. Any statement pair mixing "installed capacity" with "electricity generated" is almost certainly testing it.
