Two digital platforms were launched in Mumbai on 16 September 2026 by the Union Minister of State for Environment, Forest and Climate Change, Shri Kirti Vardhan Singh, on World Ozone Day: India's Net Zero Portal and the NAPCC Dashboard.
Neither reduces a tonne of emissions by itself. Both are attempts to solve a prior problem β knowing what is actually happening β and that problem is more central to climate policy than it first appears.
Why the date matters, and the distinction it carries
16 September is the International Day for the Preservation of the Ozone Layer, marking the signing of the Montreal Protocol on Substances that Deplete the Ozone Layer in 1987.
The sequence is a textbook example of how international environmental law is built. The Vienna Convention for the Protection of the Ozone Layer, 1985, was the framework convention β it established the principle of cooperation without binding anyone to specific cuts. The Montreal Protocol, adopted 15 September 1987, was the instrument that attached obligations to that framework: phase-out schedules for chlorofluorocarbons (CFCs), halons and later hydrochlorofluorocarbons (HCFCs). Both later achieved universal ratification β the first UN treaties to do so β and the Montreal Protocol is widely regarded as the most successful environmental treaty ever concluded.
Then came a complication that is the single best exam question in this topic. The industrial substitutes for CFCs were hydrofluorocarbons (HFCs) β which do not deplete ozone at all. Problem solved, except that HFCs turned out to be extremely potent greenhouse gases, with global warming potentials hundreds to thousands of times that of carbon dioxide. A treaty designed to protect the ozone layer had inadvertently encouraged a climate problem.
The Kigali Amendment, agreed at the 28th Meeting of the Parties in Kigali, Rwanda, on 15 October 2016, closed that loop by committing parties to phase down HFCs β notably using an ozone treaty to regulate a purely climate-relevant gas. 2026 marks ten years since its adoption. India ratified it and follows a phase-down schedule with a later start date than developed countries, consistent with common but differentiated responsibilities.
Hold the distinction firmly, because papers test it: ozone depletion and global warming are different problems. Ozone depletion is caused by chlorine and bromine compounds destroying stratospheric ozone, letting more ultraviolet radiation reach the surface. Global warming is caused by gases trapping outgoing infrared radiation in the troposphere. Some substances do both; most do one. The ozone layer sits in the stratosphere, and the "hole" is a seasonal Antarctic thinning, not a literal hole.
The Net Zero Portal, and what Scope 1, 2 and 3 mean
The Net Zero Portal is a centralised platform for voluntary registration and disclosure of net-zero commitments by Indian entities across sectors. Participants can disclose greenhouse gas emissions, declare net-zero targets, and file annual progress updates, along with pathways covering clean energy transition, energy efficiency, technological measures and carbon removals. Entities that successfully declare targets receive an acknowledgement from the MoEFCC, and declarations are publicly accessible, creating a consolidated repository. It is hosted at netzeroindia.moef.gov.in.
The reporting requirement is where the substance lies. Entities are encouraged to report Scope 1 and Scope 2 emissions, while Scope 3 reporting remains voluntary. Those three categories come from the Greenhouse Gas Protocol and are worth knowing exactly:
- Scope 1 β direct emissions from sources the entity owns or controls: fuel burnt in its boilers and furnaces, its own vehicle fleet, process emissions from its plants.
- Scope 2 β indirect emissions from purchased energy: chiefly the electricity an entity buys. The emissions occur at the power station, but they exist because of the buyer's demand.
- Scope 3 β all other indirect emissions across the value chain: purchased goods and services, transport by third parties, business travel, use of sold products, and end-of-life disposal.
Scope 3 is usually the largest share of a company's footprint and the hardest to measure, because it depends on data held by suppliers and customers rather than by the reporting entity. That is precisely why it is voluntary here β mandating a number nobody can yet calculate reliably produces bad data, not better outcomes.
Two further terms belong with this. Net zero means balancing emissions released with an equivalent amount removed, so the net addition to the atmosphere is zero β it does not mean zero emissions. And carbon neutrality is often used for the same idea achieved partly through offsets. India's stated net-zero year is 2070, announced under the Panchamrit commitments at COP26 in Glasgow, November 2021.
The portal's voluntary character is a deliberate design choice and a fair subject for criticism. It builds a public register and reputational incentive rather than a legal obligation β which reaches entities that regulation does not, but binds none of them. India's mandatory instrument runs separately, through the Carbon Credit Trading Scheme, 2023 under the Energy Conservation Act, administered by the Bureau of Energy Efficiency.
The NAPCC Dashboard, and the coordination problem
The second launch addresses a different failure. The National Action Plan on Climate Change (NAPCC), released in 2008, runs through eight National Missions, and each sits with a different ministry:
- National Solar Mission β New and Renewable Energy
- National Mission for Enhanced Energy Efficiency β Power
- National Mission on Sustainable Habitat β Housing and Urban Affairs
- National Water Mission β Jal Shakti
- National Mission for Sustaining the Himalayan Ecosystem β Science and Technology
- National Mission for a Green India β Environment, Forest and Climate Change
- National Mission for Sustainable Agriculture β Agriculture
- National Mission on Strategic Knowledge for Climate Change β Science and Technology
Eight missions across seven ministries is a coordination problem before it is an environmental one. Each reports in its own format, on its own cycle, against its own indicators β so assembling a national picture has meant assembling it by hand.
The NAPCC Dashboard, at napccindia.moef.gov.in, is intended to put mission information and identified indicators on a common platform, enabling systematic monitoring, strengthening inter-ministerial coordination, supporting evidence-based assessment, helping identify implementation gaps, and strengthening the link between domestic action and India's international climate commitments.
That last clause is the operative one. Under the Paris Agreement's enhanced transparency framework, India must report progress through Biennial Transparency Reports β and a country cannot report what its own ministries have not compiled in comparable form. Domestic dashboards and international reporting obligations are the same machinery at different scales, which is why this launch belongs with the NDC and climate-commitment story rather than apart from it.

Climate and ozone items in CDS and OTA papers run along four grooves. The treaty-pairing item matches an instrument to its subject, and the highest-yield discrimination is Montreal (ozone) against Kyoto and Paris (climate), with Kigali as the bridge between them. The substance item asks which gas a treaty covers, where the CFC/HCFC/HFC progression is the whole question β and the fact that HFCs are not ozone-depleting is the detail that decides it. The layer item asks where the ozone layer sits, with troposphere planted as the distractor. The mission-list item asks which mission is or is not part of the NAPCC, and the National Clean Air Programme is the standard intruder.
A newer groove worth preparing is the Scope 1/2/3 item. It has moved from corporate-sustainability jargon into general awareness, and it is attractive to examiners because it tests a definition rather than a date.
