The National Statistics Office (NSO) released, for the first time, district-level estimates of India's unincorporated non-agricultural sector, the Ministry of Statistics and Programme Implementation announced on 10 September 2026. The estimates, drawn from the Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2025, cover 757 of the 770 districts in the survey's sampling frame.
This is the first time a large-scale national enterprise survey in India has been disaggregated to the district. The headline findings:
- The top 10 districts account for about one-tenth of all establishments, workers and Gross Value Added in the sector; the top 50 districts capture nearly one-third of each.
- Roughly one-third of all districts have more than one lakh unincorporated establishments; about 9 per cent have fewer than 10,000.
- Only 16 districts have more than 5 lakh establishments β eight in West Bengal, three in Maharashtra, two in Gujarat, and one each in Karnataka, Telangana and Uttar Pradesh.
- In 280 districts, GVA per worker exceeds the all-India average of βΉ1,56,539; in about 331 districts it lies between βΉ1 lakh and βΉ1.5 lakh.
- In 237 districts, women are one-third of the sector's workforce; in 25 districts, more than half.
What "unincorporated" means
The word is doing precise work. An incorporated enterprise is registered as a company under the Companies Act and has a legal personality separate from its owners. An unincorporated enterprise is not: it is a proprietorship or a partnership, where the owner and the business are legally the same person. That single distinction covers the kirana shop, the tailor, the roadside mechanic, the small workshop and the one-truck transporter β the overwhelming bulk of India's enterprises.
Non-agricultural narrows it further: ASUSE covers manufacturing, trade and other services, excluding crop farming. The sector is not identical to the "informal sector", but it is the closest measurable proxy, and it is where most non-farm employment in India sits.
Two surveys are frequently confused, and the exam exploits it. The Annual Survey of Industries (ASI) covers the registered factory sector under the Factories Act. ASUSE covers everything unincorporated. Reading only ASI gives you a picture of a modern, capital-intensive economy that a majority of Indian workers never enter. Reading the numbers
Concentration. That the top 50 districts hold about a third of the sector's establishments, workers and output tells you that even India's informal economy is geographically concentrated, clustering where markets and population density are. The top 10 districts are spread across four States β Gujarat, Telangana, Uttar Pradesh and West Bengal; the top 50 across twelve.
Productivity. Gross Value Added is the value of output minus the value of intermediate inputs β the value actually added at that stage of production. GVA per worker is therefore the sector's labour-productivity measure, and at about βΉ1.57 lakh a year it is a stark number: it is roughly what an unincorporated enterprise generates per worker in a year. That 280 districts beat the average while the rest fall below it is the kind of variation that state-level data hides completely. Women. The district pattern is striking and geographically clear. The top districts by share of female-led establishments are in Telangana, Manipur and Meghalaya; in Mizoram, female-owned proprietary establishments are at least 50 per cent in every district of the State. The North-East and parts of the South consistently show higher female participation than the northern plains, which is one of the more durable findings in Indian labour statistics.
State toppers. The release also names the leading district in each State and Union Territory. Some are unsurprising β Surat leads Gujarat with 19.43 per cent, Pune leads Maharashtra with 9.14 per cent, Bengaluru Urban leads Karnataka, Patna leads Bihar with 8.23 per cent, Jaipur leads Rajasthan with 11.70 per cent. Others show how small a Union Territory can be: Puducherry district holds 76.64 per cent of its UT's establishments, North Goa 77.66 per cent, and Dadra and Nagar Haveli 65.48 per cent.
Coverage and its limits
Honest statistics state their gaps, and this release does. Lakshadweep and Chandigarh each comprise a single district, so their district estimates are identical to their UT estimates and were published earlier. Delhi could not be disaggregated at all: its rural population is so small that all districts were combined into a single stratum for sampling, and a similar approach was taken for the urban sector, so no district estimates exist for Delhi. And because districts have been split, renamed and created since the sampling frame was drawn, some boundaries will not match the current administrative map.
The statistical system behind it
MoSPI β the Ministry of Statistics and Programme Implementation β is the ministry; the National Statistics Office is its statistical wing, formed in 2019 by merging the Central Statistical Office (CSO), which compiled national accounts, and the National Sample Survey Office (NSSO), which ran the sample surveys. The NSSO traces its own line back to the National Sample Survey of 1950, founded on the work of P.C. Mahalanobis, whose birth anniversary on 29 June is observed as National Statistics Day.
The office's regular outputs are worth knowing as a set, because current-affairs questions draw from all of them: GDP and national accounts; the Consumer Price Index; the Index of Industrial Production; the Periodic Labour Force Survey (PLFS), which measures employment and unemployment; the Annual Survey of Industries; and ASUSE, launched in 2021, which now runs annually.
Why push to the district? Because a State average conceals almost everything a policymaker needs. Credit schemes, skilling programmes and cluster development are delivered at district level, and until now there was no nationally representative measure of the informal enterprise economy at that level to target them with. Statistics questions come in four shapes. The survey item β which body conducts ASUSE, PLFS, ASI or the CPI, with the Reserve Bank and the Labour Ministry planted as wrong owners. The definition item β unincorporated versus incorporated, or GVA versus GDP. The institution item β the year the NSO was formed, and which two offices merged. The finding item β one headline number from the latest release, usually the average or the share held by the top districts.
