Eight Projects, 1,196 Kilometres: The Economics of a Fourth Railway Line

The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister, approved eight railway multitracking projects on 9 September 2026, in two decisions:

Both sets are to be completed by 2029-30. The eastern group covers the Kharagpur–Jharsuguda (Bagdehi) 4th line, the Katni–Pendra Road 4th line and the Bilaspur (Uslapur)–Pendra Road 3rd line. The southern group covers Arakkonam–Renigunta 3rd and 4th line (77 km), Whitefield–Bangarapet 3rd and 4th line (47 km), Hosur–Omalur doubling (147 km), Salem–Karur–Dindigul doubling (159 km) and multitracking of Secunderabad (Ghatkesar)–Kazipet (110 km).

Cabinet infrastructure approvals look like a list of place names. They are actually a compact lesson in transport economics, and that is how the exam uses them.

What multitracking is, and why it is not new track

Doubling means adding a second track to a single-line section so that trains can run in both directions at once. Third and fourth lines add capacity to an already double-line section — typically so that slow freight and fast passenger trains stop blocking each other. None of this adds a new route on the map; it adds capacity on an existing route, which is why the release speaks of "increasing the existing network by about 656 km" rather than of new lines.

Why it matters is a question of line capacity utilisation. On India's trunk routes, utilisation has long run above 100 per cent — more trains scheduled than the section can comfortably carry — which turns every small delay into a cascade. The sections chosen here are the freight arteries: the eastern group is the coal, cement, iron and steel corridor through the Chhattisgarh–Odisha–Jharkhand mineral belt, and the southern group carries coal, cement, steel, containers, automobiles, foodgrains, petroleum products and fertilisers.

The numbers behind the numbers

Every Cabinet railway note now carries the same accounting, and it is worth reading as a template:

Eastern group (656 km): connects about 4,790 villages with a population of about 56 lakh; adds freight capacity of 27 million tonnes per annum; saves about 12 crore litres of oil imports; avoids about 62 crore kg of CO₂, stated as equivalent to planting 2.48 crore trees.

Southern group (540 km): connects about 2,121 villages with a population of about 52 lakh; adds 47 million tonnes per annum; saves about 8 crore litres of oil; avoids about 42 crore kg of CO₂, equivalent to about 2 crore trees.

The oil and carbon lines are not decoration. Rail moves a tonne of freight for roughly a fifth of the energy that road transport needs, so shifting freight from truck to train reduces both the oil import bill — India imports over 85 per cent of its crude — and emissions. Indian Railways has set a target of becoming a net-zero carbon emitter by 2030, and has electrified virtually its entire broad-gauge network. India's logistics cost as a share of GDP, long estimated in the low teens against a global benchmark closer to 8 per cent, is the number all of this is meant to move; the National Logistics Policy of 2022 made reducing it an explicit goal. PM Gati Shakti

Both releases say the projects are "planned on the PM Gati Shakti National Master Plan". Launched on 13 October 2021, Gati Shakti is a GIS-based digital platform that layers the infrastructure plans of the ministries — railways, roads, ports, airports, power, telecom, pipelines — onto one map, so that a road is not dug up a year after it is laid, and a port gets its rail link on time. It is coordinated through a Network Planning Group in the Department for Promotion of Industry and Internal Trade, and it works alongside the National Logistics Policy (2022) and the National Infrastructure Pipeline. Its stated method is exactly what the releases claim: integrated planning and stakeholder consultation for multimodal connectivity.

The committee that decided

Cabinet Committees are not mentioned in the Constitution. They are created under the Government of India (Transaction of Business) Rules, 1961, made under Article 77(3), and the Prime Minister constitutes them, decides their composition and can change it. There are usually eight, and the exam cares about four:

  • Cabinet Committee on Economic Affairs — economic policy and large investment approvals, as here.
  • Cabinet Committee on Security — defence, foreign affairs, atomic energy; capital acquisitions above ₹3,000 crore.
  • Appointments Committee of the Cabinet — senior appointments; the only one with just the Prime Minister and Home Minister.
  • Cabinet Committee on Parliamentary Affairs — the only one not chaired by the Prime Minister; the Home Minister chairs it.

The Prime Minister chairs the rest. The council of ministers spoke sets out how collective responsibility under Article 75(3) makes a committee decision a decision of the whole Cabinet.

The tourism footnote, and the network

Both releases list temples, forts and reserves that gain rail connectivity — Amarkantak, Bandhavgarh and Achanakmar in the east; Tirupati, Kolar Gold Fields, Hogenakkal, Mettur and Kodaikanal in the south. That is a reminder of a second economic channel: passenger traffic to pilgrimage and tourist centres is a revenue stream in its own right.

For scale, Indian Railways runs a network of roughly 69,000 route kilometres, the fourth largest in the world, carrying over 1.6 billion tonnes of freight a year. Alongside multitracking sit the Dedicated Freight Corridors — the Eastern DFC (Ludhiana–Sonnagar, about 1,337 km) and the Western DFC (JNPT–Dadri, about 1,506 km) — built precisely because mixing freight and passenger traffic on the same track is the binding constraint.
