The Prime Minister of Belgium, Bart De Wever, is on an official visit to India from 2 to 4 September 2026 β his first since taking office in February 2025 β accompanied by Belgium's Minister of Defence and Foreign Trade, Theo Francken, and a business delegation. The two Prime Ministers issued a Joint Statement on 3 September.
Belgium is a country of about 12 million people. The reason the visit deserves close reading is that Belgium is not really a bilateral partner at all: it is the seat of the European Union, and the statement is best understood as an India-EU document with a Belgian signature.
The history the leaders reached for
Two anchors were cited, and both are examinable.
More than 9,000 Indian soldiers died in the Flanders Fields during the First World War. Flanders is the Dutch-speaking north of Belgium, and the Ypres sector saw the Indian Corps in action from 1914. Indian names are carved into the Menin Gate memorial at Ypres. When an Indian Prime Minister and a Belgian Prime Minister invoke Flanders, they are invoking the largest single Indian military commitment in Western Europe before 1947.
Belgium was among the first European countries to establish diplomatic relations with India in 1947, and the 80th anniversary falls in 2027. Expect that anniversary to generate its own set of announcements next year.

The last line explains the shape of India-Belgium trade better than any policy document. India cuts and polishes the great majority of the world's diamonds by volume, and Antwerp is where the rough stones have traditionally been traded. Diamonds have long dominated the bilateral trade basket, which is why the statement speaks of "growing diversification of sectors" as a goal β diversification away from a single commodity.
What was agreed
A new mechanism. The leaders welcomed the inaugural India-Belgium Strategic Dialogue, held in Brussels on 15 July 2026, co-chaired by India's External Affairs Minister and Belgium's Deputy Prime Minister and Foreign Minister. It is explicitly anchored in the India-EU Strategic Partnership, with Foreign Office Consultations to follow.
The United Nations. Both sides called for reformed multilateralism with the UN Charter at its centre and for urgent Security Council reform. Belgium reaffirmed support for India's permanent membership of a reformed and expanded Council. And the two agreed to support each other's non-permanent candidatures β India for 2028-29, Belgium for 2037-38.
That reciprocal clause deserves a moment. Non-permanent seats are ten in number, held for two years, elected by the General Assembly by a two-thirds majority of members present and voting, and distributed by regional group. India has held a non-permanent seat eight times, most recently in 2021-22. Because election is by secret ballot across 193 members, campaigns for these seats are run years ahead, and pledges of the kind in this statement are the currency in which they are fought. Belgium's 2037-38 term being pledged in 2026 shows how far out the diplomacy runs.
The EU track. This is the substantive core.
- Negotiations for the India-EU Free Trade Agreement were concluded at the India-EU Summit on 27 January 2026. The statement called for its timely implementation.
- Two companion agreements are still open: the EU-India Investment Protection Agreement and the Agreement on Geographical Indications. Both sides want them closed "at the earliest opportunity". A GI agreement matters to India because it protects names such as Basmati or Darjeeling in the European market; it matters to the EU for the same reason in reverse.
- The India-EU Trade and Technology Council held a ministerial meeting in Brussels in July 2026.
- Both endorsed the Joint India-EU Comprehensive Strategic Agenda for 2030 and noted the India-EU Security and Defence Partnership, covering maritime security, defence industry and technology, cyber and hybrid threats, space and counter-terrorism.
The lesson to carry: for any EU member state, the bilateral relationship with India runs on two tracks at once β the national track and the Union track β and the second is usually the heavier. Trade policy in particular is an exclusive EU competence; Belgium cannot sign a trade deal with India on its own, which is why an India-Belgium statement spends so many paragraphs on an India-EU agreement.
The defence strand
On the same day, the India-Belgium Defence CEOs Roundtable in New Delhi brought Mr Francken together with Raksha Rajya Mantri Sanjay Seth, the Confederation of Indian Industry and the Society of Indian Defence Manufacturers. The Indian pitch was co-development and co-production: Belgian technology combined with Indian manufacturing scale, in cyber security, AI-enabled unmanned aerial systems, underwater domain vehicles and complex weapon systems.
The formulation used β that strategic autonomy is best secured through credible international collaboration β is worth quoting in an interview, because it inverts the older idea that autonomy meant self-sufficiency. The current doctrine is that autonomy means having choices among partners, not having none.

π How this gets asked (PYQ pattern)
Bilateral-visit questions run in four shapes. The identification item β the visiting leader, the dates, or the mechanism launched, asked as a one-liner. The reciprocity item β mutual candidature support, where the years are swapped in the wrong option. The institutional item β which European bodies sit in Brussels, and which competences belong to the EU rather than to a member state. The UN item β how non-permanent members are elected, for how long, and how many times India has served.
The fresh 2026 hook is the 2028-29 / 2037-38 pairing and the 15 July Strategic Dialogue, both suited to a direct data question.
