A PIB backgrounder on 3 September 2026 took stock of the Decentralised Grain Storage Plan in the Cooperative Sector. Rolled out as a pilot on 31 May 2023, it began with 11 PACS and 9,750 MT of capacity; as of July 2026, godown construction was complete in 313 PACS, creating more than 1.80 LMT of storage.
One LMT is one lakh metric tonnes, so 1.80 LMT is 180,000 tonnes. Set against India's foodgrain output β the Third Advance Estimates for 2025-26 put it at 376.563 million tonnes, up 18.8 million tonnes or 5.3% on the previous year's 357.732 million tonnes β the number is small. The scheme's significance is not its size. It is the institution it uses.
What a PACS is
A Primary Agricultural Credit Society is a village-level cooperative that provides short-term credit and financial services to rural borrowers and collects repayments. It is the base tier of the short-term cooperative credit structure:

NABARD refinances the structure from above. The long-term structure β for investment credit β runs separately through State Cooperative Agriculture and Rural Development Banks. Candidates routinely merge the two; keep them apart.
There are on the order of a lakh PACS in the country, and their limitation is precisely what the storage plan targets: most have been credit-only bodies. A society that only lends is a society with one revenue line and one point of failure. The plan's stated aim is to expand the role of PACS through diversification β to turn a credit window into a rural service hub that stores, processes and markets what its members grow.
Why storage at the village, not at the depot
Centralised storage β the Food Corporation of India and State agencies β remains the backbone of procurement. The Ministry of Cooperation has argued for capacity closer to production centres, and the backgrounder gives the reasons in a form that maps directly onto exam answers:
- Reduce foodgrain wastage β grain moved several times before it is stored loses more.
- Avoid distress sales β a farmer with nowhere to store must sell at harvest, when prices are lowest. A godown at the PACS converts a forced sale into a choice.
- Cut transport costs between procurement centres, warehouses and Fair Price Shops β if grain procured in a village is also distributed near it, the round trip to a distant depot disappears.
- Strengthen food security under the National Food Security Act, 2013, which covers about 80 crore people.
The second point is the economic core. Distress sale is a liquidity problem disguised as a price problem. The farmer does not lack a market; the farmer lacks the ability to wait. Storage is what buys the waiting.
How the money works: convergence, not a new scheme
The plan is not a fresh budget line. It works by converging four existing schemes at the PACS level, and the four are a standard match-the-pairs:

Read the four together and the design becomes visible: AIF and AMI build the godown; SMAM puts equipment beside it; PMFME lets the society add value to what is stored. A PACS that completes the set is no longer a lender β it is a small agri-business owned by its members.
The distinction between AIF and AMI is examinable on its own. AIF works through interest subvention β it lowers the cost of a loan. AMI works through a back-ended subsidy β a capital grant released after the asset is built. Same purpose, different instrument.
The constitutional frame
Cooperatives were written into the Constitution by the 97th Amendment Act, 2011, which did three things: added the right to form cooperative societies to Article 19(1)(c), inserted Article 43B among the Directive Principles, and created Part IXB (Articles 243ZH to 243ZT) on cooperative societies.
In Union of India v. Rajendra N. Shah (2021) the Supreme Court struck down Part IXB insofar as it applied to cooperative societies within a State, because the amendment had not been ratified by half the State legislatures as required for a change touching a State subject β cooperatives being Entry 32 of the State List. The Court upheld the Part for multi-State cooperative societies, which fall to the Union. That is the current position, and it is the single most asked cooperative-law fact.
Two further dates complete the picture. The Ministry of Cooperation was created on 6 July 2021, carved out of the Ministry of Agriculture. And the Multi-State Cooperative Societies (Amendment) Act, 2023 tightened governance of multi-State societies, including through a Cooperative Election Authority.
