Counting Ghosts: The Science India Took to the Moscow Snow Leopard Roundtable

On 26 August 2026, India took part in the Russian-Indian Roundtable Meeting on Snow Leopard Study and Conservation at the A.N. Severtsov Institute of Ecology and Evolution of the Russian Academy of Sciences in Moscow, announced by the Ministry of Environment, Forest and Climate Change on 27 August.

The meeting was held under a Partnership Agreement between the Interregional Association 'Irbis' and the International Big Cat Alliance (IBCA), signed in December 2025. The Indian delegation, including officials of the Wildlife Institute of India (WII), presented advances in population estimation, radio telemetry and genetic analysis. Russian participants included the Ministry of Natural Resources and Environment, the Severtsov Institute, Moscow Zoo and Rosprirodnadzor, the Russian environmental supervision service.

Note the Russian word in the partner's name: Irbis is the Russian term for the snow leopard, and it appears often enough in international documents to be worth recognising.

Why counting this animal is genuinely hard

The species is nicknamed the ghost of the mountains, and the phrase is a description of a methodological problem rather than a poetic flourish.

A snow leopard lives at 3,000 to 5,000 metres in cold, arid, broken terrain, is largely solitary and crepuscular, holds an enormous home range because prey density is low, and has a coat evolved for precisely the rock-and-snow background it moves across. Direct sighting counts are useless. Everything therefore depends on indirect and technological methods, which is exactly what India presented:

Camera trapping with individual identification. Every snow leopard has a unique rosette pattern, functioning like a fingerprint. Paired camera traps photograph both flanks, individuals are identified, and the resulting capture histories are analysed. The modern statistical framework is spatially explicit capture-recapture (SECR), which estimates density rather than a raw count by modelling where animals were detected relative to where cameras were placed.

Genetic analysis. Scat collected in the field yields DNA, which identifies species, individual and sex, and reveals population structure and connectivity between mountain ranges. Genetics also settles the question no camera can answer β€” whether two valleys hold one interbreeding population or two isolated ones, which is the difference between a healthy metapopulation and a set of small populations sliding towards inbreeding.

Radio telemetry. Collaring a small number of animals produces movement data β€” home range size, seasonal migration, habitat selection, and where individuals cross into human-use areas. Telemetry is the only method that explains behaviour rather than merely establishing presence.

India's national assessment exercise is the Snow Leopard Population Assessment in India (SPAI), which produced the country's first scientifically robust national estimate. The number to carry is approximately 718 snow leopards in India, with Ladakh holding the largest share, followed by Uttarakhand, Himachal Pradesh, Arunachal Pradesh, Sikkim and Jammu and Kashmir.

The conservation frame

Status. The snow leopard is listed as Vulnerable on the IUCN Red List β€” downgraded from Endangered in 2017, a reclassification that reflects better data rather than a recovered population. Domestically it holds Schedule I protection under the Wild Life (Protection) Act, 1972, the highest category. Internationally it is on CITES Appendix I, which bars commercial international trade.

The range states. Snow leopards occur across twelve countries: India, Nepal, Bhutan, China, Mongolia, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Afghanistan and Pakistan. That distribution is why cooperation is not optional β€” a species whose range crosses twelve borders cannot be conserved by any one of them.

The institutions to name:

  • GSLEP β€” the Global Snow Leopard and Ecosystem Protection Programme, launched in 2013 at the Bishkek summit in Kyrgyzstan, the umbrella framework for all twelve range countries.
  • Project Snow Leopard, launched by India in 2009, the domestic programme for high-altitude conservation.
  • The International Big Cat Alliance (IBCA), launched by India in 2023, covering seven big cats β€” tiger, lion, leopard, snow leopard, puma, jaguar and cheetah β€” and headquartered in India. This roundtable happened under an IBCA partnership, which is the fresh institutional detail this cycle.
  • The Wildlife Institute of India (WII), at Dehradun, the technical body behind India's large-mammal assessments.

The threats, which any answer should list accurately: retaliatory killing by herders after livestock predation, poaching for pelt and bone, depletion of wild prey β€” blue sheep (bharal) and ibex β€” through competition with domestic livestock, habitat fragmentation from infrastructure, and climate change, which pushes the treeline upward and compresses alpine habitat from below.

The last threat is the structural one, and it is worth stating precisely because it distinguishes a strong answer. A species confined to a high-altitude band cannot migrate upward indefinitely; as warming lifts the treeline, its habitat is squeezed against the summit. This makes the snow leopard an indicator species for the health of the entire high-Himalayan system β€” a system that also feeds Asia's major rivers, which is why its conservation connects to water security as much as to biodiversity. That linkage belongs with the wider study of Indian and world geography.

Wildlife questions follow four dependable shapes.
