On 25 August 2026, PIB issued a backgrounder marking five years of the e-Shram portal, which completed its fifth year on 26 August 2026. Launched in 2021 by the Ministry of Labour and Employment and developed by the National Informatics Centre, it created India's first Aadhaar-seeded National Database of Unorganised Workers (NDUW), and now carries over 31.89 crore registrations.
Start with why a database was the intervention at all, because that is the analytical heart of this topic.
The problem: a workforce the state could not see
The overwhelming majority of India's workforce is unorganised β agricultural labourers, construction workers, domestic workers, street vendors, migrant workers, gig and platform workers. The defining feature is not low income; it is absence from any register. An organised-sector worker is visible to the state through EPFO or ESIC records. An unorganised worker, by definition, is not.
The official definition is worth quoting precisely, because it is broader than candidates assume. An "unorganised worker" includes a home-based worker, a self-employed worker, or a wage worker in the unorganised sector β and also a worker in the organised sector who is not a member of ESIC, EPFO, or a government employee. That last clause is the one people miss: the test is membership of a social-security institution, not the nature of the employer.
The consequence of invisibility is that welfare cannot be targeted. You cannot transfer money to a person you cannot identify, and you cannot design a scheme for a population whose size and composition you are guessing at. This became unavoidable during the 2020 pandemic and the migrant crisis, when the state discovered it could not answer basic questions about how many migrant workers there were or where they had gone. e-Shram is the institutional response to that discovery.
What was built
The database and the number. The NDUW is Aadhaar-authenticated, and each registered worker receives a unique 12-digit Universal Account Number (UAN). A word of caution that will save marks: EPFO also issues a UAN, and the two are different things. Read the abbreviation in its context.
The four stated objectives, which map cleanly onto four distinct problems:
- Convergence β improve delivery by linking welfare schemes across ministries and departments.
- Secure data sharing β share worker data with government agencies through APIs, enabling evidence-based policymaking.
- Portability β nationwide access to social security and welfare for migrant and construction workers, whose entitlements historically died at a state border.
- Crisis response β a national database that supports planning during emergencies.
The evolution into a one-stop platform. On 21 October 2024, the e-Shram One-Stop Solution turned the registry into a service-delivery platform, in line with the Union Budget 2024-25 commitment to deliver labour services through a single digital platform. It now integrates 15 social security and welfare schemes, including:
- PM-SYM β Pradhan Mantri Shram Yogi Maan-Dhan, a voluntary contributory pension with a minimum assured pension of βΉ3,000 per month from age 60.
- PMSBY β Pradhan Mantri Suraksha Bima Yojana, accident cover of βΉ2 lakh for accidental death or permanent disability and βΉ1 lakh for partial disability.
- PMJJBY β Pradhan Mantri Jeevan Jyoti Bima Yojana, life cover of βΉ2 lakh for death from any cause.
- NSAP, One Nation One Ration Card, and PMAY-Gramin, among others.
It also connects workers to the National Career Service for jobs, the Skill India Digital Hub for skilling and apprenticeship, and myScheme for discovering entitlements. Multilingual functionality in 22 languages was introduced in 2025, powered by BHASHINI β a small detail with a large effect, since a portal in English and Hindi alone excludes much of the population it exists to serve.
Where it sits in labour law
This is where a CDS answer should place the portal, because the paper tests the legal architecture more than the portal itself.
The Unorganised Workers' Social Security Act, 2008 was the first statutory attempt at social security for this workforce. It has since been subsumed, along with several other statutes, into the Code on Social Security, 2020 β one of the four labour codes that consolidate India's labour legislation:

The Social Security Code is significant for one reason above others: it defines "gig worker" and "platform worker" in statute and brings them within the social-security framework β a recognition that the fastest-growing category of Indian work fits neither the organised nor the traditional unorganised mould. A database that can register a delivery rider is the operational precondition for extending any benefit to one.
The honest limit, which belongs in a complete answer: registration is not a benefit. A UAN records that a person exists; it does not by itself pay them. The value of e-Shram depends entirely on whether the schemes it links to are funded, whether workers enrol in them, and whether portability works in practice when a Bihar-registered worker seeks a benefit in Kerala. Building the register was the necessary first step and the easier one. The distributional questions sit alongside the wider study of poverty, employment and human development and of social-sector governance.
