On 18 August 2026, Digital Bharat Nidhi (DBN), under the Department of Telecommunications (DoT), signed an agreement for implementation of the Amended BharatNet Programme (ABP) in Chhattisgarh under the State-led model, at Sanchar Bhawan, New Delhi.
The agreement was signed between DBN, the Government of Chhattisgarh, Chhattisgarh State BharatNet Infrastructure Limited (CSBIL), Bharat Sanchar Nigam Limited (BSNL) and the Chhattisgarh Infotech Promotion Society (CHiPS).
Two things make this worth studying rather than skimming: a renamed institution that examiners love, and a piece of network engineering that explains why the programme needed amending at all.

Linear versus ring topology — the engineering that matters
This is the single most valuable technical idea in the release, and it is genuinely examinable.
In a linear (or bus/chain) topology, Gram Panchayats are connected one after another along a single fibre path. It is cheap, because it uses the least cable — and fragile, because a single cut anywhere along the chain disconnects every panchayat downstream of the break. In terrain where fibre is routed along roads that flood, or through areas where cable is damaged during construction, this is not a theoretical risk.
In a ring topology, the path loops back on itself, so every node has two routes to the network. A single cut still leaves every node reachable, because traffic reverses around the ring. This is called redundancy, and it is the difference between a network that exists on paper and one that is dependable.
That is precisely why 4,048 Phase I Gram Panchayats are being upgraded from linear to ring — to enhance network resilience. The original build prioritised reach; the amendment prioritises reliability. Recognising that a programme has shifted from coverage to quality is exactly the kind of observation that lifts an answer.
Digital Bharat Nidhi — the institution to know
What it was. The Universal Service Obligation Fund (USOF) was established under the Indian Telegraph (Amendment) Act, 2003, with effect from 1 April 2002.
What it is now. Under the Telecommunications Act, 2023, the USOF became the Digital Bharat Nidhi (DBN). It is an attached office of the DoT.
What it does. Its mandate is to support universal service — promoting access to and delivery of telecommunication services in underserved rural, remote and urban areas.
How it is funded — the part most often missed. The fund is built from a Universal Service Levy, collected as a percentage of the Adjusted Gross Revenue (AGR) of telecom licensees. The proceeds go first to the Consolidated Fund of India, and are then appropriated to the fund by Parliament. That routing is a constitutional requirement, not an accounting quirk: Article 266 requires all revenues received by the Government of India to go into the Consolidated Fund, and Article 266(3) permits withdrawal only by appropriation made by law. The design connects directly to the study of the government budget.
The Telecommunications Act, 2023 itself is worth knowing as the statute that replaced the colonial-era Indian Telegraph Act, 1885 and the Indian Wireless Telegraphy Act, 1933, consolidating spectrum assignment, authorisations and user protection into a single modern law.
BharatNet — the programme
BharatNet is India's rural broadband backbone, aimed at connecting Gram Panchayats by optical fibre. Its history runs from the National Optical Fibre Network (NOFN), launched in 2011 and renamed BharatNet in 2015, through successive phases.
The Amended BharatNet Programme was approved by the Union Cabinet on 4 August 2023, with the objective of upgrading, consolidating and expanding the existing network to provide robust and future-ready broadband connectivity to all Gram Panchayats, and to villages on a demand basis.
Two design features are worth naming:
- The State-led model, used here — implementation through a State-owned special purpose vehicle (in Chhattisgarh, CSBIL), rather than centrally. The argument for it is that States know local terrain, rights-of-way and demand better; the risk is uneven execution capacity across States.
- On-demand village connectivity, rather than blanket build-out — extending fibre to villages where there is actual demand, which is a correction to the earlier assumption that laid fibre would automatically be used.
The honest assessment. BharatNet's recurring criticism has been the gap between fibre laid and fibre lit and used — connectivity reaching the panchayat building while households remained unconnected, and links going dark for want of maintenance. The Amended Programme's emphasis on ring topology, home fibre connections and on-demand extension is a direct response to exactly that critique. Whether it closes the gap is an empirical question that the next few years will answer, and saying so is more accurate than either celebrating or dismissing the programme.
Why it matters
The digital divide is now a delivery divide. When welfare, education, banking and health services are delivered digitally, connectivity stops being a convenience and becomes the precondition for receiving an entitlement at all. That is why a telecom programme belongs in a discussion of welfare rather than only of infrastructure.
Chhattisgarh is a meaningful test case. A State with substantial forest cover, difficult terrain and a significant tribal population is precisely where blanket assumptions about cost and demand break down — and where 1,670 newly created Gram Panchayats in the scope tells you the administrative map is still changing.
Telemedicine and online education are the highest-value applications, because they substitute for physical infrastructure that is hardest to build in remote areas: a specialist doctor and a subject teacher.
