GOBARdhan & India's Compressed Biogas Push: A CDS/OTA Economy & Energy Explainer

On 6 August 2026, the Union Cabinet approved GOBARdhan, the National Circular Bioenergy Scheme, with an outlay of ₹23,731 crore running from FY 2026-27 to FY 2035-36 — a framework to convert agricultural residue, cattle dung, press mud and municipal organic waste into Compressed Biogas (CBG), organic manure and rural income, aiming at a near ten-fold increase in domestic CBG production. The science — how biogas is made

Start with the chemistry, which the GK paper does ask:

  • Anaerobic digestion is decomposition of organic matter by micro-organisms in the absence of oxygen. It runs in four stages — hydrolysis, acidogenesis, acetogenesis and finally methanogenesis, where methanogenic archaea produce methane.
  • Raw biogas is roughly 55-65% methane (CH₄) and 35-45% carbon dioxide (CO₂), with traces of hydrogen sulphide (H₂S), moisture and nitrogen. The H₂S is what gives untreated biogas its smell and makes it corrosive.
  • Upgrading removes CO₂, moisture and H₂S, raising methane content above 90%. Compressed to around 250 bar, this becomes Compressed Biogas (CBG) — chemically equivalent to CNG, and therefore usable in the same vehicles, pipelines and dispensers without modification.
  • The by-product matters as much as the fuel: digestate or fermented organic manure (FOM), rich in nitrogen, phosphorus and potassium, which returns to the soil and reduces chemical-fertiliser demand.
  • Contrast with the alternatives: biodiesel comes from transesterification of vegetable oils and fats; bioethanol from fermentation of sugar or starch; biogas/CBG from anaerobic digestion. Ethanol and biodiesel are liquid biofuels, CBG is gaseous.

Why it is called a circular bioenergy scheme

The economics, and the concept worth naming in an essay:

  • A linear economy runs take → make → use → dispose. A circular economy designs waste back into the system as an input, so material keeps circulating.
  • GOBARdhan is circular in a very literal sense: cattle dung and crop residue — otherwise burnt, dumped or left to emit methane — become fuel, and the residue of that process becomes manure which grows the next crop.
  • Three problems are addressed by one intervention: 1. Stubble burning — paddy residue burnt in the north-west each winter drives severe air pollution; a paying market for that residue is the most durable fix. 2. Methane emissions — dung and organic waste decomposing in the open release methane, a greenhouse gas roughly 25 times more potent than CO₂ over a century. Capturing it for fuel converts a pollutant into energy. 3. Import dependence — India imports around 85% of its crude oil and roughly 50% of its natural gas; domestic CBG substitutes directly for imported LNG and CNG.
  • Farmer income: dung and residue acquire a market price, giving livestock owners and farmers a second revenue stream.

The execution challenges

An honest answer names the difficulties:

  • Feedstock aggregation is the hard part — crop residue is seasonal, bulky and scattered, so collection, baling and transport logistics decide whether a plant is viable.
  • Plant economics depend on assured offtake and stable price, which is exactly why the scheme leads with those two instruments.
  • Pipeline connectivity — a CBG plant far from a city-gas network must move gas by cascade trucks, which is costlier; hence the explicit pipeline-connection support.
  • Manure offtake — the digestate has to actually sell, or it becomes a disposal problem of its own.
  • Water and land requirements, and local acceptance of plant siting.

Why it matters
