The problem it solves β abadi land
Start with the gap, because this is what makes the scheme intelligible:
- Indian revenue records were built for taxation of agricultural land. Fields outside the village were surveyed, measured and recorded in detail.
- The abadi area β the inhabited settlement where houses actually stand β was largely left unsurveyed and had no formal record of ownership.
- Result: crores of rural households lived in and owned homes they could not prove they owned. No document meant no collateral, no clean sale, no clear inheritance β and endless boundary disputes, which clog Indian courts.
- SVAMITVA was launched on 24 April 2020, National Panchayati Raj Day, precisely to close this gap: survey the abadi area and give the owner a Property Card that is a legal Record of Rights.

How the survey works
The method, which is where the technology questions come from:
- Preparation β the village boundary is marked out with the Gram Panchayat and revenue officials; property boundaries are physically chuna-marked (lime-marked) with owners present.
- Drone flight β a drone flies a grid over the settlement, capturing high-resolution overlapping images.
- Positioning β accuracy comes from a CORS (Continuously Operating Reference Station) network established by the Survey of India, which corrects satellite positioning to within a few centimetres.
- Map generation β images are stitched into an orthorectified map, from which parcel boundaries are digitised.
- Ground truthing and objections β the draft map is published; owners can file claims and objections, which are resolved by the revenue authority.
- Property Card issued β the final record is issued to the owner and entered in the land-record system.
Who does what: the Ministry of Panchayati Raj is nodal; the Survey of India is the technology partner; State Revenue and Panchayati Raj Departments execute; the National Informatics Centre supports the systems.

Why a piece of paper changes the economics
The idea worth understanding, and excellent essay material:
- The economist Hernando de Soto called untitled assets "dead capital" β property that has real value but cannot be used as value, because it cannot be pledged, sold cleanly or inherited without dispute.
- A Property Card converts dead capital into live capital. The house becomes collateral, so a household can borrow for a business, an education or a medical emergency at bank interest rather than moneylender rates. The 11,147 loans worth βΉ1,713 crore are the first proof of that channel opening.
- Clear titles also mean fewer disputes, faster property transfer, better property-tax assessment for Gram Panchayats β which strengthens their own-source revenue β and reliable data for planning village infrastructure.
- Caveat worth stating: India follows a system of presumptive rather than conclusive titling β a record raises a presumption of ownership but does not by itself guarantee indefeasible title. Moving toward conclusive titling is the longer reform, which the Digital India Land Records Modernisation Programme (DILRMP) pursues.
The Panchayati Raj frame
