Saturation and convergence β the two governing ideas
These two words carry most of the analytical marks:
- Saturation means covering 100% of eligible people or households in a chosen unit, rather than a sample or a target number. A village is "Adarsh" only when every indicator β drinking water, electricity, sanitation, school enrolment, immunisation, pucca housing, bank accounts, road connectivity and so on β is met for all its residents.
- Convergence means the money and delivery come from existing schemes wherever possible β Jal Jeevan Mission for water, PMAY-G for housing, Saubhagya for electricity, PMGSY for roads, Ayushman Bharat for health β and PM-AJAY funds only the residual gap. This avoids duplicating machinery and multiplies the effect of scheme money already flowing.
- The sequence is disciplined: need-assessment survey β baseline of 50 indicators across 10 sectors β gap identification β village development plan β convergence β residual funding β monitoring on the portal.

The constitutional and institutional backdrop
