India Joins the WTO Fisheries Subsidies Agreement: A CDS/OTA IR Explainer

On 20 July 2026, India deposited its Instrument of Acceptance of the WTO Agreement on Fisheries Subsidies (AFS) β€” formally becoming a Party to the agreement. The Commerce Secretary handed it to the Director-General of the World Trade Organization (WTO). The AFS is a landmark: it is the first-ever multilateral WTO agreement with environmental sustainability at its core, aimed at curbing the harmful subsidies that drive overfishing. For a CDS/OTA aspirant, this is a top-tier International-Relations-and-environment topic that pulls together the WTO, ocean governance, the blue economy, and India's fisheries β€” all high-yield.

The news in one frame

The essentials:

  • What: India accepted the WTO Agreement on Fisheries Subsidies (AFS), becoming a Party.
  • When adopted: by consensus at the 12th WTO Ministerial Conference (MC12), Geneva, June 2022.
  • Significance: the first WTO agreement centred on the environment (ocean sustainability).
  • Scope note: aquaculture and inland fisheries are outside its scope β€” protecting India's small fishers.

What is the WTO?

Start with the parent body β€” a reliable discriminator. The World Trade Organization (WTO) is the global body that makes and enforces the rules of international trade. Key facts:

  • It was established in 1995, succeeding the GATT (General Agreement on Tariffs and Trade, 1948).
  • Its headquarters is in Geneva, Switzerland, and it has over 160 members (India is a founder member).
  • Its highest decision-making body is the Ministerial Conference, which meets roughly every two years.
  • Core principles include Most Favoured Nation (MFN) and National Treatment (non-discrimination), and it has a Dispute Settlement mechanism.

WTO decisions are usually taken by consensus, which is why a full multilateral agreement is rare and significant. This framework is exactly what the CDS/OTA notes on international trade build.

What the Fisheries Subsidies Agreement does

The examinable core is what the AFS actually prohibits. Governments worldwide give huge subsidies (cheap fuel, boats, gear) to their fishing fleets β€” but these can encourage over-fishing until fish stocks collapse. The AFS tackles the worst subsidies by banning support for:

  • Illegal, Unreported and Unregulated (IUU) fishing,
  • fishing of already-overfished stocks, and
  • fishing on the unregulated high seas.

It is a direct response to a crisis: an estimated one-third of global fish stocks are now overfished (up from ~10% in 1974). The agreement flows from UN Sustainable Development Goal (SDG) 14.6, which called for ending harmful fisheries subsidies. It is the first WTO agreement to focus on the environment, and only the second multilateral agreement reached since the WTO's creation. It entered into force in September 2025 once two-thirds of members had accepted it β€” and India has now joined that group. These themes recur in the CDS/OTA daily current affairs.

Why India accepted it β€” and the safeguards

The Indian angle is examinable:

  • Sustainability: India signalled its commitment to sustainable fisheries and protecting marine resources β€” a source of food, livelihoods and jobs for coastal communities.
  • Credibility: accepting it enhances India's standing as a responsible seafood exporter (India is a major exporter of marine products).
  • Protecting small fishers: crucially, aquaculture and inland fisheries remain outside the agreement's scope, and developing countries retain policy space to support small-scale and artisanal fishers β€” India had negotiated hard for this.

So India balanced global environmental responsibility with protection for its millions of small fishers. The revision hook: WTO AFS = first WTO environmental agreement, adopted at MC12 (Geneva, 2022), in force Sept 2025; bans subsidies for IUU fishing, overfished stocks and unregulated high-seas fishing; flows from SDG 14.6; India accepted it on 20 July 2026; aquaculture/inland fisheries excluded.

India's fisheries and the blue economy

Round out with the domestic context the exam pairs with this:

  • India is among the world's largest fish producers (and the largest producer of inland fish/aquaculture); fisheries are part of the "blue economy."
  • The flagship scheme is the Pradhan Mantri Matsya Sampada Yojana (PMMSY) for fisheries development.
  • India has a long coastline (~7,500 km) and an Exclusive Economic Zone (EEZ) extending 200 nautical miles, rich in marine resources.
  • Ocean governance rests on UNCLOS (1982) β€” the "constitution of the seas."

The WTO's key agreements β€” a quick map

A little more depth the exam rewards β€” the WTO administers several landmark agreements:

  • GATT β€” trade in goods; GATS β€” trade in services; TRIPS β€” intellectual property.
  • AoA (Agreement on Agriculture) β€” farm trade and subsidies (India defends its public food stockholding / MSP here).
  • SPS and TBT β€” food-safety and technical standards (linked to Codex).
  • AFS (Agreement on Fisheries Subsidies) β€” the newest, and the first environmental one.

Also worth knowing: the WTO's Appellate Body (the top of its dispute-settlement system) has been non-functional in recent years due to a deadlock over appointments β€” a live issue in global trade. Being able to place the AFS among GATT/GATS/TRIPS and note the dispute-settlement angle makes for a strong answer.

Why it matters

For the essay/interview and bigger picture:

  • Food & livelihood security: healthy fish stocks sustain coastal communities and protein supply.
  • Environmental leadership: joining the AFS shows India as a responsible global stakeholder on ocean sustainability.
  • Trade credibility: compliance strengthens India's position as a trusted exporter and in future WTO talks.

Exam relevance in one paragraph

For CDS/OTA GK, retain: the WTO Agreement on Fisheries Subsidies (AFS) β€” the first WTO agreement centred on the environment β€” was adopted by consensus at the 12th Ministerial Conference (MC12) in Geneva (June 2022) and entered into force in September 2025 after two-thirds of members accepted it; it prohibits subsidies for illegal/unreported/unregulated (IUU) fishing, overfished stocks and unregulated high-seas fishing, flowing from SDG 14.6; India deposited its acceptance on 20 July 2026, with aquaculture and inland fisheries kept outside its scope; the WTO (est. 1995, HQ Geneva, successor to GATT) runs on consensus, MFN and dispute settlement. For the essay, frame it as balancing ocean sustainability with the protection of small fishers.

πŸ“‹ How this gets asked (PYQ pattern)

The WTO is a dependable CDS/OTA IR set. The reliable framings are WTO basics (1995, Geneva, GATT successor, MFN), the Ministerial Conference, and now the AFS (first environmental agreement, IUU/overfishing, SDG 14.6). A common trap dates the WTO to 1948 (that was GATT) or confuses the AFS scope (it excludes aquaculture). The fresh 2026 hook is India accepting the AFS β€” ideal for "which agreement / which body / which SDG" items. We reference the pattern, not any exact past question.
