What Digital India set out to do
The programme was conceived as an umbrella initiative to "digitally empower" citizens, built originally around nine pillars — including broadband highways, universal mobile access, public internet access, e-Governance (reforming government through technology), e-Kranti (electronic delivery of services), information for all, electronics manufacturing, IT for jobs and early-harvest programmes. The three stated vision areas were memorable: digital infrastructure as a core utility to every citizen, governance and services on demand, and the digital empowerment of citizens.
The decisive idea — and the one the examiner most often probes — is that Digital India treated digital access as a public utility, like roads or electricity. By driving down data costs and pushing connectivity into villages, it created the user base on which everything else (payments, welfare, education, commerce) could be layered. Digital Public Infrastructure: the "India Stack"
