India's First Commercial Coal-to-Ammonium Nitrate Project: ₹25,016 Crore Coal Gasification Push in Odisha

The Prime Minister is set to lay the foundation stone of India's first commercial-scale Coal-to-Ammonium Nitrate project, a ₹25,016 crore coal gasification venture at Lakhanpur in Jharsuguda district, Odisha, the Ministry of Coal announced on 19 June 2026. The plant will use coal gasification to convert domestic coal into chemical products — a flagship step toward energy security, import substitution and value addition to India's vast coal reserves.

What Is Coal Gasification and How Is It Different from Combustion

Instead, it is partially oxidised into a gaseous mixture called synthesis gas, or "syngas", whose principal components are carbon monoxide (CO) and hydrogen (H₂). Because the carbon is captured in the form of useful gas molecules rather than simply released as smoke, gasification is a chemical-conversion process, not merely a heat-release process.

Syngas is enormously versatile. Through further chemical processing it can be turned into methanol, urea (a nitrogen fertiliser), ammonium nitrate, synthetic natural gas (SNG) and a range of chemical feedstocks. Why Ammonium Nitrate Matters

Ammonium nitrate (NH₄NO₃) is a critical industrial chemical with two major uses. First, it is a key ingredient of industrial explosives — used extensively in mining, quarrying and large infrastructure projects such as tunnels, roads and dams, where controlled blasting is essential. Second, it is an important nitrogenous fertiliser. India currently imports a substantial share of its ammonium nitrate requirement, which creates a strategic vulnerability for both its mining sector and its construction economy.
